<br />AT CITY HALL
<br />
<br />The Ramsey City Council met on August 28, 1990 and ac-
<br />cepted Jerry Hamlet's resignation from the Charter Com-
<br />mission and Jack Ippel and Terry Klosterman's resignation
<br />from the Airport Commission. A budget amendment was ap-
<br />proved for the purchase of two pOlice squad cars. The
<br />charit~bl~ gambling license for the Anoka Area Hockey
<br />Association at McDuffs Eatery and Pub was approved. Bids
<br />are to be solicited for the purchase of a vehicle for the
<br />Engineering Department. Ramsey entered into an agreement
<br />with Anoka County for a temporary traffic signal at County
<br />Road #116 and St. Francis Blvd. It was noted that Ramsey
<br />has been awarded a grant from DNR for a fishing pier at
<br />River's Bend Park. Council approved preparation of ap-
<br />propriate documents to have the development agreement
<br />the North Forty Addition recorded at Anoka County, which
<br />identifies the intent to use the 75 ft. drainage and utility ease-
<br />ment for a portion of the multi-trail system, to be removed
<br />from the public record. Council approved the issuance of
<br />a conditional use permit to Craig Johnson to operate a limited
<br />auto repair business at his home. CAPCO's site plan for an
<br />expansion to their facility was approved. Staff was directed
<br />to draft an ordinance to reduce the landfill tipping fee from
<br />$3.33 per ton to $1.33 per ton until July 1, 1991. Dresel
<br />Contracting was awarded the contract for extension of 153rd
<br />Avenue N.W. An ordinance to change Lithium Street N.W.
<br />to Neon Street N.W. in the plat of Hall Anderson Acres was
<br />adopted. A contract was awarded to Matthew Bullock Con-
<br />tracting for the construction of two ballfields in Central Park.
<br />The City entered into an agreement with Anoka County for
<br />re-using CDBG Funds for park improvements at River's Bend
<br />Park. Resoulutions were adopted setting the proposed 1991
<br />property tax levy and general fund budget. Council declared
<br />September 21 to be Business Development and Apprecia-
<br />tion Day. Budget hearings were scheduled.
<br />
<br />The Ramsey City Council met on September 5, 1990 and
<br />conducted assessment hearings and adopted assessment
<br />rolls regarding 1990 improvement projects. A development
<br />agreement with Ramsey Investments was approved for the
<br />Parabody project. An ordinance was introduced extending
<br />the moratorium period on the siting of adult entertainment
<br />uses.
<br />C.ity Council met on September 10, 1990 and approved a
<br />site plan for the expansion of Mate Punch and Die. Council
<br />introduced an ordinance to reduce the landfill tipping fees.
<br />Waste Management of Minnesota, Inc.'s request for a con-
<br />ditional use permit to establish and operate a yard waste
<br />compost site in the Site P buffer area was tabled until
<br />September 25, 1990 and City Staff was directed to review
<br />the proposed findings of fact regarding same for approriate
<br />modifications. Council ordered plans and specifications for
<br />improvements at River's Bend Park that would focus on the
<br />needs of the elderly and handicapped. Council introduced
<br />an ordinance to establish regulations permitting for open bur-
<br />ning and define recreational fires that would be exempt from
<br />the permitting process. Elmer Kuemper, Vicki Brockamp,
<br />Harvey Wibeto, Dorothy Breu and Barbara Scottston were
<br />appointed to the newly forming Horse Care Commission. The
<br />Council adopted an ordinance to extend the moratorium for
<br />siting adult entertainment uses for an additional 60 days.

<br />Weill guess it's time for a goofy poem again to let you
<br />know all about the Ramsey Firemen. But this time I will give
<br />you a break-I wrote it as a normal letter and I'm sure you'll
<br />all agree it turned out a whole lot better.
<br />First of all I would like to inform you that as of the 1 st
<br />of September, the 18% of Ramsey that had been covered
<br />by the Elk River Fire Department is now the resposibility of
<br />the Ramsey Fire Department. On Tuesday, September 4th
<br />there was a home at 9015 176th Ave, that was destroyed
<br />by a fire that had started in the basement. For the record:
<br />The fire call was dispatched at 10:23 am; Steve Morrison
<br />(Asst. Fire Chief) arrived on the scene at 10:27 am; the
<br />Ramsey Fire Department (RFD) pumper left the station at
<br />10:33 am; and arrived on the scene at 10:42 am. Flames
<br />had already worked their way through the roof when Steve
<br />Morrison arrived on the scene.
<br />Starting January 1, 1991 the Ramsey Fire Department will
<br />be resposible for all fires within the city limits. Until then,
<br />structure fires remain the resposiblitiy of the Anoka/Champlin
<br />Fire Department with whom we have a contract that
<br />expires12/13/90. All grass fires within the city limits are cur-
<br />rently the resposibility of the RFD. The RFD is currently equip-
<br />ped with one 1,000 gallon pumper (4181), one 1,800 gallon
<br />tanker (4185), one baCk-Up 2,300 gallon tanker (4186), and
<br />a grass rig (4191). The 41xx numbers are the call numbers
<br />that are used for communication with the Anoka County
<br />Dispatcher, Police, other emergency vehicles and for com-
<br />munication between vehicles.
<br />The RFD is hoping to have an open house in the near future
<br />so that all of those interested can stop in and find out more
<br />about the Ramsey Fire Department. I would also like to add
<br />that if anyone has questions or concerns regarding the Fire

<br />to address Council or Commissions without first having to
<br />get on the agenda.

<br />HUNTING IN RAMSEY
<br />
<br />City ordinance addresses hunting in City of Ramsey with
<br />firearms and bow and arrow.
<br />The following rules apply to firearm hunting:
<br />1. You must have written permission from the owner of
<br />the property on which you intend to hunt.
<br />2. The area in which you are hunting must be 1500 feet
<br />from any residence or other structure.
<br />3. The only type of firearm allowed is a shotgun with no
<br />larger than size 4 shot.
<br />The following rules apply to bow and arrow hunting:
<br />1. You must be 300 yards from any residential structure,
<br />commercial structure, park or playground and 150
<br />yards from any trunk highway.
<br />2. Applicants must apply for a bow and arrow hunting
<br />permit at the Ramsey Police Department.
<br />3. You must have written permission from the owner of
<br />the property on which you intend to hunt and your
<br />hunting license when applying for a permit at the Police
<br />Department.
<br />4. Ramsey bow and arrow hunting permits are issued
<br />for the annual season only.

<br />Operation Identification is a comprehensive program of com-
<br />munity involvement to reduce and prevent theft and burglary

<br />Residents converting to natural gas should
<br />contact the gas company or a heating con-
