<br />WHAT'S HAPPENING

<br />AT CITY HALL
<br />
<br />City Council met on October 9 and appointed Carolyn Nelson
<br />to the Economic Development Commission. An ordinance
<br />was introduced to amend the City Code numbering system.
<br />The position of Senior Accountant was offered to Mary
<br />Gomez. Preparation of plans for the extension of sewer and
<br />water to property at the junction of Hwy. #47 and County
<br />Road #5 were ordered. Following regular items of business,
<br />the City Council recessed to Ramsey Elementary School to
<br />conduct a hearing regarding the proposed amendments to
<br />the City's Zoning Chapter to establish regulations for adult
<br />uses.
<br />City Council met on October 23 and extensions were granted
<br />to the time frame for applying for final plat approval of Carr
<br />Addition and River Bluffs Addition. An extension to the recor-
<br />ding of the final plat for Alicia Addition was granted. Monte
<br />Zillinger was appointed to the Economic Development Com-
<br />mission. Council allocated $7500 for the construction of a
<br />tot lot in Countryside Estates. Ralph Nissen's request for
<br />a pawn shop license on Hwy. #10 was approved. Staff was
<br />directed to draft an ordinance amendment indicating that
<br />developers have a one year time frame from the time of
<br />preliminary plat approval to apply for final plat approval and
<br />a two year time frame from the time of final plat approval
<br />to record the plat at the County. Staff was also directed to
<br />draft an ordinance amendment requiring developers to ex-
<br />ecute site plan development permits within 120 days of ap-
<br />proval. Council approved the submittal of supplementary in-
<br />formation and policies to Metro Council relating to phase 2
<br />of the MUSA expansion. A resolution was adopted requesting
<br />relief from Federal Housing Administration requirement to
<br />meet Metro Council General Rural Use Density Policy. A sub-
<br />committee was established to review opportunities for finan-
<br />cing the contruction of a public works garage and/or police
<br />department. A pOlicy was adopted regarding park playground
<br />equipment surfacing. Council authorized that the City should
<br />enter into a joint powers agreement with communities in
<br />Anoka County for mutual aid fire protection. Council approved
<br />Waste Management of Minnesota, Inc's request for a con-
<br />ditional use permit to establish a yard waste compost facility.
<br />City Council met on October 30 and reviewed proposed
<br />changes to the City's Zoning Chapter to establish regula-
<br />tions for adult uses.
<br />City Council met on November 13 and exempted Waste
<br />Management's yard waste compost facility from restrictions
<br />contained in Ordinance #90-5 (Solid Waste Landfill Or-
<br />dinance) for a period of 54 months. Dan Karst's request to
<br />expand an aluminum recovery and processing business at
<br />14050 Basalt Street N.W. was approved. Charles Delany's
<br />request for a commercial dog kennel and more than one
<br />residential structure on a lot of record was approved. Coun-
<br />cil approved a site plan for a cold storage warehouse to be
<br />constructed on Hwy-10 Ramsey. west of County Road #83.
<br />The City Engineer was instructed to meet with residents from
<br />the Bison Street area to address possible street im-
<br />provements in that area. City Staff was directed to submit
<br />the names of the following persons to the U.S. District Court
<br />Judge for appOintment to the City's Charter Commission:
<br />Fred Streeter, Dennis Donovan and Richard Netzloff; the next
<br />Council meeting agenda will include a case to review any
<br />other candidates interested in serving on the Charter Com-
<br />mission. In accordance with the City Charter, precinct liaison
<br />meetings were scheduled for Tuesday, November 16, 1990
<br />at 7:00 p.m. at Ramsey City Hall. Council adopted an or-
<br />dinance which restricts certain types of adult establishments
<br />to certain zoning districts; this ordinance will become effec-
<br />tive 30 days after its publication in the official newspaper;
<br />the ordinance summary is proposed to be published
<br />November 16,1990. (The ordinance establishing regulations
<br />for adult uses is scheduled to be reviewed in the December
<br />issue of the Ramsey Resident.)

<br />The purpose of this report is to provide a summary of finan-
<br />cial information concerning the City of Ramsey to interested
<br />citizens. The complete City of Ramsey Comprehensive An-
<br />nual Financial Report for the year ended December 31, 1989
<br />may be examined during regular business hours at the
<br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW.,
