<br />WHAT'S HAPPENING
<br />
<br />AT CITY HALL
<br />
<br />City Council met on August 23 and appointed David Bawden
<br />to fill the City Council vacancy for a term to expire December
<br />31, 1988. Council appointed James Cordie, Willard Breu, Bill
<br />Rustad, Dave Bawden and AI Pearson to the Fire Board.
<br />Clayton Berg's site plan for an expansion of Tender Touch
<br />Car Wash was approved. Art Raudio's HY-10 4th Addition
<br />and Gerald Bauer's Green Valley Estates 2nd Addition
<br />recevied preliminary plat approval. Council approved funding
<br />for the production of two city brochures and a contribution
<br />towards the Discover Ramsey Business Expo. Council
<br />amended the proposed charitable gamlbing license and rein-
<br />troduced it. The contract for street and storm sewer im-
<br />provements for Front Street were awarded to Northdale Con-
<br />struction. Council introduced ordinances to prohibit scaveng-
<br />ing of recyclable materials, increase the landfill tipping fee,
<br />amend park dedication requirements and regulate the use
<br />of snowmobiles. Council approved advertising to fill the
<br />following positions: Community Development Director,
<br />Building Maintenance Technician and Accounting Technician;
<br />offering the position of Project Manager to intern Jim
<br />Gromberg; promoting Mark Boos to Utility/Park Coordinator.
<br />Council approved the installation of a security system in the
<br />Central Park warming house and park center. Council directed
<br />staff to prepare necessary documentation supporting an ap-
<br />plication to Metro Council for the expansion of Ramsey's
<br />urban area.
<br />
<br />City Council met on September 13 and tabled a request by
<br />the Rum River Golf Course to shoot geese that are gather-
<br />ing at the course and causing problems; Mr. Otto was
<br />directed to research other options available through various
<br />sportsman organizations. Council approved a pilot
<br />neighborhood woodchipping project in the amount of $3,000.
<br />Council approved an increase to the landfill tipping fee,
<br />adopted assessment rolls for 1988 sealcoating projects,
<br />adopted ordinances regarding charitable gambling and park
<br />dedication requirements. Council established a policy for use
<br />of the community sign' order of priority is governmental func-
<br />tions, organized groups and religious groups. Council ap-
<br />proved a new telephone system for City Hall. Council ap-
<br />proved remodelling a portion of the lower level at City Hall
<br />as a Police Department, relocating the Finance Department
<br />in the existing Police Department and constructing a recep-
<br />tion area on the main level. Council is requesting State fun-
<br />ding participation for a median at the intersection of 153rd
<br />Avenue and Hwy. #10, storm sewer and signal revisions at
<br />the intersection of Sunfish Lake Blvd. and Hwy. #10.

<br />PERMITS REQUIRED?
<br />
<br />Building permits are required for all buildings over 120 square
<br />feet in roof area. All buildings, regardless of size shall meet
<br />the following setback criteria:
<br />
<br />Rural Area (area not served by municipal sewer and water)
<br />
<br />. 40 feet from front property line and not in front of prin-
<br />cipal residence.
<br />. 10 feet from side property line; 35 feet from side
<br />property line on corner lots or conform to adjacent
<br />setbacks, whichever is greater.
<br />· 5 feet from rear property line for detached buildings
<br />and 35 feet from rear property line for attached
<br />buildings. 200 feet from rear property line in Alpaca
<br />Estates river lots.

<br />. 10 feet from side property line on the house side and

<br />. 30 feet from front property line.

<br />setbacks, whichever is greater.
<br />. 20 feet from rear property line for attached buildings
<br />and 5 feet for detached buildings.

<br />Building permits are required for:
<br />
<br />Decks (new and rebuilt) that are more than 30 inches
<br />above ground or over any story or window below (main
<br />concern is not obstructing emergency exit from a
<br />bedroom window). All decks shall be designed for 60 lb.
<br />loading and shall be of a decay resistent material, i.e.
<br />redwood, cedar, treated wood. Decks more than 30 in-
<br />ches above grade are required to have a 36 inch guar-
<br />drail and spindles 6 inches on center.
<br />
<br />Screen porches and 3-season porches.
<br />
<br />Any further work after a building has had it's final in-
<br />spection. i.e. finishing off unfinished areas of a building.
<br />
<br />Fences more than 6 feet in height. Permit application
<br />must include structural design and calculations for wind
<br />load.
<br />
<br />Pools with a capacity of more than 5,000 gallons. Above
<br />ground pools less than 4 feet in height are required to
<br />be fenced or topped with a railing that will bring the height
<br />to at least 4 feet. All in-ground pools are required to be
<br />confined by at least a 4 foot non-climbable fence with
<br />lock. Pools shall follow the same setbacks noted above.
<br />
<br />Septic System installation and repairs. Septic tanks and
<br />drainfields should be 10 feet from the house and proper-
<br />ty lines. (Note: Water wells should be 10 feet from pro-
<br />perty lines, 50 feet from septic tanks and 75 feet from
<br />drainfields).
<br />
<br />Repairs or installation of plumbing, heating and cen-
<br />tral air conditioners.
<br />
<br />Retaining walls more than 4 feet in height.
<br />
<br />A building permit is not required for:
<br />
<br />Driveway installation. However, driveways must be 3 feet
<br />from side property lines, no wider than 20 feet at the point
<br />where it abuts the street and no higher than the level of
<br />the road pavement at the point where it abuts the road.
<br />
<br />Replacing siding, provided there is no structural
<br />reconstruction involved.
<br />
<br />Replacing shingles, provided no more than 3 layers of
<br />material are involved and there is no structural reconstruc-
<br />tion involved.
<br />
<br />Underground sprinkling systems.
<br />

<br />On parcels of land less than 2.5 acres in size, the attached
<br />or detached garage and accessory structures shall be built
<br />with the same type construction design and materials as that
<br />of the principal structure on the parcel. On parcels of land
<br />greater than 2.5 acres in size, the accessory structures shall
<br />have a design and exterior finish which is compatible with
<br />the principal structure on the parcel and galvanized finishes
<br />are not permitted.
<br />
<br />The penalty which could be imposed for building without
<br />benefit of a permit is a double fee charged for the building
<br />permit, being charged with a misdemenaor with up to 90
<br />days in jailor a $750 fine or both.
<br />

<br />COMMISSION MEETING NEWS
<br />
<br />The Planning and Zoning Commission met on August
<br />18 and recommended preliminary plat approval of Art
<br />Raudio's HY-10 4th Addition and Gerald Bauer's Green Valley
<br />Estates 2nd Addition. Action on United Power's request to
<br />construct a substation on 153rd Avenue beetween Cty. Rd.
<br />#5 and Hwy. #47 was tabled in order to allow the Commis-
<br />sion the opportunity to observe a similar operating substa-
<br />tion. The Commission tabled Mr. Schulte's request for a con-
<br />ditional use permit to grade and remove excess materials
<br />from Oakwood Hills until all necessary information is sub-
<br />mitted. The Commission recommended approval of site plans
<br />for Todd Elofson's commercial development on the south
<br />side of Hwy. #10 and Clayton Berg's expansion of the Tender
<br />Touch Car Wash. The Commission set a date of September
<br />22 to meet with the Economic Development Commission
<br />regarding frontage roads and the Mississippi River Crossing.
<br />
<br />The Planning and Zoning Commission met on August 30
<br />and again tabled Mr. Schulte's request to grade and remove
<br />excess materials from Oakwood Hills.
<br />
<br />The Planning and Zoning Commission met on September
<br />8 and conducted the following public hearings: Rezoning the
<br />Brooks Superette property on Cty. Rd. 83 and Hwy. 10 from
<br />Industrial to Business; an advertising sign for the new Anoka
<br />Sports Center; preliminary plat of Windemere Woods; Ron
<br />Hanson's request to operate a firewood sales business from
<br />his home; Bladholm's request to establish and operate a land-
<br />fill on the former Prestressed Concrete property for the
<br />disposal of concrete by-products; Waste Management's re-
<br />quest to vertically expand the landfill, construct and operate
<br />a ski hill on the property rough grade a roadway through
<br />DNR designated wetland and excavate and grade and
<br />transport soil materials for landfill cover material.
<br />
<br />The Planning and Zoning Commission met on September
<br />14 and conducted a public hearing on United Power Associa-
<br />tion's request to construct an electrical substation east of
<br />their originally proposed site on 153rd Avenue between Cty.
<br />Rd. 5 and Hwy. #47. The Commission also conducted a con-
<br />tinuation of the September 8 public hearing regarding Waste
<br />Management's request for a conditional use permit to ver-
<br />tically expand the landfill. The Commission recommended
<br />approval of an advertising sign for Anoka Sports Center and
<br />the construction of an electrical substation on 153rd Avenue.
<br />
<br />The Airport Commission met on September 14 and recom-
<br />mended that City Council appoint Mr. Roger Anderson to
<br />the Airport Commission. The Commission discussed interest
<br />on the part of Mn/DOT Department of Education to expand
<br />the avionics program at Gateway North Industrial Airport.
<br />Mn/DOT has completed their review of the environmental
<br />information document for improvements at Gateway Airport
<br />and has found no significant impact.
<br />
<br />The Economic Development Commission met on
<br />September 14 and recommended that Jack Ippel be approv-
<br />ed to attend the annual Star City Conference. The Legislative
<br />Subcommittee is to schedule a meeting between concerned
<br />businessmen and Representative Ernie Larsen regarding
<br />workmans comp rates.
