<br />WHAT'S HAPPENING
<br />AT CITY HALL
<br />
<br />City Council met on June 21 and discussed the
<br />proposed amendments to the year 1990 and year
<br />2000 MUSA lines contained in the City's Com-
<br />prehensive Plan. Council approved entering into a
<br />preliminary development agreement with Altron to
<br />prepare plans for site improvements for the Altron
<br />expansion to be financed with tax increment
<br />financing.
<br />
<br />City Council met on June 28 and scheduled a
<br />public hearing for July 14 regarding Atlas In-
<br />cinerator's request for a conditional use permit to
<br />operate contract incinerators in the research portion
<br />of their proposed operation. Through a series of er-
<br />rors on the part of many agencies, Outlot B of Coun-
<br />tryside Estates began to not be treated as park pro-
<br />perty and a building permit for a home was issued.
<br />Council conducted a public hearing to vacate the
<br />property and directed city staff to research an alter-
<br />nate site for park space in Countryside Estates.
<br />Council approved Lord of Life Church's request to
<br />erect a temporary structure to be used for classroom
<br />activities. The North Forty, a plat located north of
<br />Central Park proposed to be developed with 15
<br />single family lots, received final plat approval. Coun-
<br />cil passed a motion to support Anoka County's pro-
<br />posed ordinance to limit the size and/or speed of
<br />boats and motors on the lower Rum River in order
<br />to reduce erosion of the river bank. Council award-
<br />ed the bid for the Central Park Warming House to
<br />Cottonwood Construction. The contract for the 1988
<br />sealcoating projects was awarded to Astech Cor-
<br />poration. It was reported to Council that there is a
<br />dangerous, abandoned building located west of
<br />Autumn Heights; Council requested that the owner
<br />of the building have it removed or destroyed within
<br />30 days.

<br />Council met on July 12 and approved the site plan
<br />for the Altron expansion. City Staff was directed to
<br />contact Mn/DOT for their input regarding the
<br />possibility of relocating the Burlington Northern
<br />railroad tracks. Council approved a metes and
<br />bounds subdivision to split off a 2.5 acre lot from the
<br />17 acre parcel located at 14640 St. Francis Blvd.
<br />W.B. Miller was awarded the contract for extending
<br />Dysprosium Street to Cty. Rd. #5. A public hearing
<br />was scheduled for August 9 regarding street im-
<br />provements to 156th Avenue and Hematite St. Coun-
<br />cil established a 'no smoking' policy for members
<br />of the Fire Department. An ordinance was adopted
<br />to amend the city charter so that filing for office dates
<br />will correlate with State law. The name of the
<br />Ramsey Landfill Board was changed to the Anoka
<br />Regional Landfill Board; this board, represented by
<br />Anoka County, Anoka and Ramsey, manages the
<br />methane extract project at the landfill on Sunfish
<br />Lake Blvd.

<br />COMMISSION MEETING NEWS
<br />
<br />The Planning and Zoning Commission met on
<br />June 16 and continued the public hearing and
<br />recommended Council approval of Lord of Life
<br />Church's request to construct a temporary structure
<br />for classroom activities. The Commission also con-
<br />tinued the public hearing regarding Atlas In-
<br />cinerator's request for a conditional use permit to
<br />construct and operate contract burn incinerators in
<br />the research and development portion of their pro-
<br />posed manufacturing facility; the Commission tabl-
<br />ed making any recommendation to City Council un-
<br />til June 23 in order to allow sufficient time to review
<br />all documentation relating to the request. Gerald
<br />Bauer's sketch plan for Green Valley Estates Second
<br />Addition was approved.
<br />
<br />The Planning and Zoning Commission met on
<br />June 23 and recommended that City Council ap-
<br />prove the following for Atlas Incinerator's: a condi-
<br />tional use permit to operate contract burn in-
<br />cinerators in the research and development portion
<br />of their manufacturing facility, tax increment financ-
<br />ing participation in the proposed project and site
<br />plans.

<br />The Planning and Zoning Commission met on Ju-
<br />ly 7 and conducted a public hearing and recom-
<br />mended approval of the Zangla's request for a
<br />private kennel license to keep more than two dogs
<br />at their home. Public hearings were also conducted
<br />regarding decreasing development standards along
<br />the Mississippi River where sanitary sewer and
<br />municipal water are available, preliminary plat of
<br />Todd Elofson's Riverview Estates, Mr. Holmquist's
<br />request to subdivide and rezone the northern half
<br />of 6326 Hwy. #10 to B-1 Business. The Commission
<br />recommended approval of Altron's request for site
<br />plan approval and tax increment participation. The
<br />Commission requested that a workshop be schedul-
<br />ed with Metro Council to discuss amendments to the
<br />Comprehensive Plan and density issues. The Com-
<br />mission recommended Council approval of Ms.
<br />Fluegel's request for a metes and bounds subdivi-
<br />sion to split off a 2.5 acre parcel from a 17 acre
<br />parcel at 14640 St. Francis Blvd. to separate the
<br />residence from the dog training facility that will be
<br />developed on the remaining 16.5 acre parcel.

<br />The Planning and Zoning Commission met on Ju-
<br />ly 13 and recommended approval of decreasing
<br />development standards in the Critical River Overlay
<br />District where municipal water and sanitary sewer
<br />are available. The Commission recommended
<br />preliminary plat approval and tax increment par-
<br />ticipation in Todd Elofson's Riverview Estates. The
<br />Commission recommended denial of Mr. Holm-
<br />quist's request to subdivide and rezone part of 6326
<br />Hwy. #10 to B-1 Business. Sketch Plan approval was
<br />given to Dick Carsons proposed subdivision west of
<br />Ramsey Terrace and Wally Andersons proposed
<br />subdivision east of Hunter's Hill. Site plans were ap-
<br />proved for Larry Rudesil's 40'x60' building to be
<br />located at 7445 Hwy. #10 and Mr. Nordvik's 50'x120'
<br />building to be located at 8020 147th. The Commis-
<br />sion recommended approval of a 2.5 acre metes and
<br />bounds subdivision for John Gobernatz if it meets
<br />with City ordinances.

<br />The Economic Development Commission met on
<br />May 25 and discussed and recommended City
<br />Council concept approval of a Mississippi River
<br />Bridge Crossing corridor that would intersect in
<br />Ramsey in the vicinity of Hwy. #10 and Ramsey
<br />Blvd., tie into Cty. Rd. #83 and extend through
<br />Burns.

<br />The Economic Development Commission met on
<br />June 8 and recommended approval of tax increment
<br />financing participation in Altron's expansion project.
<br />The Publicity Subcommittee was directed to begin
<br />work on a new City brochure. A motion was passed
<br />to recommend City Council approval of Atlas In-
<br />cinerator's request for a conditional use permit to
<br />operate contract burn incinerators in the research
<br />and development portion of their proposed manufac-
<br />turing facility.
<br />
<br />The Economic Development Commission met on
<br />July 13 and recommended approval of Todd Elof-
<br />son's request for tax increment participation to con-
<br />struct a 40,000 square foot commercial/retail facili-
<br />ty south of Hwy. #10 and west of Sunfish Lake Blvd.
<br />A subcommittee was established to prepare a plan
<br />for implementing recommendations coming out of
<br />the Hwy. #10 Corridor Study.

<br />Remember Citizen Input. The Ramsey City Coun-
<br />cil, Economic Development Commission, Park
<br />Board, Planning and Zoning Commission, Airport
<br />Commission and Charter Commission all have a
<br />"Citizen Input" time set aside at the beginning of
<br />each meeting. "Citizen Input" permits citizens to ad-
<br />dress Councilor Commissions without first having
<br />to get on the agenda.
<br />If you have something that you would like to bring
<br />to the attention of Councilor Commissions, don't
<br />forget "Citizen Input".
