RAMSEY POLICE

L to R: Jim Balabon, Jim Singewald, Dave Gustafson, Arlene Stafford, Mike Auspos, Jim Way, Jeff Arneson, Bob Kuhn.

DEPARTMENT

Prior to 1971 the Town of Ramsey relied almost
exclusively on the Sheriff's agency for law enforce-
ment services with the exception of those Township
ordinances which could be enforced by the elected
Constable, a township position.
In 1971, due to the sudden expansion of popula-
tion, the Town Board and the Constable (now
Ramsey's police chief) began to expand the role of
the Constable. By 1974 there were three part-time
officers assisting the Constable and in 1975 one of
those officers was hired full-time. Since that time the
Town of Ramsey has become a city, constructed a
municipal center and has expanded the police
department to its present complement of seven full-
time sworn officers and one clerical person.
All the officers have received training, beyond pre-
employment requirements, in 35mm photography,
fingerprint technology, First-aid/CPR/Crash Extrica-
tion and other law enforcement related subjects.
Every officer also performs the duties of an in-
vestigator and, working on their own or with in-
vestigators from the Anoka County Criminal In-
vestigation Division, perform follow-up investigation
work on all criminal cases they initiate. The depart-
ment goal is to have each officer become proficient
in all areas of law enforcement/public service and
by doing so provide a career motivated, efficient and
dedicated body of police professionals who can
operate with a minimum of supervisory and support
services.
The Staff:
The ever cheerful and highly knowledgeable voice
you will hear when you call the police offices at the
city hall is that of Arlene Stafford, police clerk. With
duties ranging from answering citizens calls on the
phone to resolving many of their complaints to
managing the filing system to typing and classify-
ing reports and many, many more (besides ad-
ministering the local elections), "Arlene is", as Chief
Auspos puts it, "a major part, if not the key stone,
of our foundation. It is said there are no indispen-
sable persons. Maybe not, but she's as close as you
will find."
Dave Gustafson started with Ramsey in 1974 in
a part-time capacity and became a full-time officer
in 1977. "Gus" is designated and trained as the
department's firearms training officer and as such,
oversees the firearms range schooling for the depart-
ment. He also maintains the evidence collection and
fingerprinting equipment.
Bob Kuhn came to Ramsey in 1979, after work-
ing with the Eveleth and Princeton police agencies
for several years. He is the department's
Crimewatch person, conducting neighborhood and

RAMSEY SENIOR
CITIZENS CLUB

The Ramsey Senior Citizens met for their monthly
pot luck luncheon on March 4. There were twenty-
five members and four guests present. Before the
afternoon ended, one of those guests became an of-
ficial member of the Ramsey Senior Citizens Club.
Three members of the Community Education Pro-
grams for the City of Ramsey and Anoka County
were present to explain programs available to
seniors.
Earl and Lucille Manness were chosen the 1987
Ramsey Senior King and Queen. They were crown-
ed by the retiring King Walter Scroggins and Queen
Dorothy Scroggins.
The club's next meeting will be held April 1. Plan
on attending and invite a neighbor senior to come
with you. See you there!
For more information, call Dorothy Scroggins
421-4414.

ALCOHOLISM - A FAMILY
DISEASE!
TRY ALANON

RAMSEY CITY HALL Thursdays 8:00 p.m.
Lower Level, Rear Entrance

city hall meetings on crime prevention and DUllaws.
Jim Balabon was hired in June of 1981 and had
previously served with the Ramsey police reserve
unit as a "charter member". Officer Balabon has
been involved with the teaching of CPR in Communi-
ty School and has conducted baby-sitter clinics at
the Ramsey Elementary School.
In 1984 Jeff Arneson, a veteran officer from Anoka
and Golden Valley PO's, was hired and besides his
duties on patrol and as a CPR instructor has moved
into the area of computer technology within the
department's record keeping system.
Jim Way and Jim Singewald are the most recent
additions, being hired in 1985 and 1986 respective-
ly. While being relatively new to their profession both
officers have adapted well to the department's em-
phasis on career orientation with Way having recent-
ly completed a forty hour course on dealing with
Child Abuse cases and Singewald undertaking a Na-
tional Child Safety Council program with a variety
of child safety activities.
The department's chief is Mike Auspos. Mike
started his law-enforcement career in 1964 with the
Anoka police, leaving there in 1970 to work as a
patrol officer and detective with the city of Coon
Rapids and settling in as full-time chief in Ramsey
in 1979. He served as Constable and part-time chief
for Ramsey from 1971 to 1979. In an interview Chief
Auspos stated, "I would like to express my thanks
to two Ramsey civic organizations for their support
of our department by their donations of much need-
ed equipment. Our photographic section, from bulk
film loader to enlarger to the two 35mm Olympus
cameras was established using funds given to us by
the Ramsey Lions. This year the Ramsey Lions also
provided each officer with new gold and silver plated
badges -- an attractive addition. We have two Resu-
ciAnnie Adult size and one infant size training man-
nequins for CPR instruction, all of which were
donated by the Ramsey JayCees. We have worked
closely with both of these groups in their various civic
projects and I can't praise them enough. They are
there when a need arises and by their efforts give
real meaning to the word, 'Community'."
Auspos also said, "We are fortunate that we have
in Ramsey a high quality of citizens and a concern-
ed business community. Because Ramsey, while it
is an old community when you consider its Township
history, is a "created" city. It has a chance to grow
in a controlled manner and can learn from the
mistakes made by other, older areas. We hope to
see the police department be a part of that success
story. "

RAMSEY LIONS

For those that missed the Ramsey Lions Valen-
tine party, you really missed a good time. The food
and band was great and there were lots of door
prizes. All comments indicated that everyone en-
joyed themselves and were looking forward to go-
ing again next year.
At a recent meeting we had two gentlemen from
the Anoka County Amateur Radio Club as guest
speakers. The Lions learned about how Amateur
Radio communications can help with community ac-
tivities and during emergency situations. They also
outlined plans to improve their communication
capability throughout the county.
The first meeting in February was held in Forest
Lake and was a joint meeting with the Forest Lake
and Spring Lake Park Lions. There was a good tur-
nout with over 50 Lions present. The guest speaker
talked about eye corneal transplants and donors.
The second meeting in February was held at the
Maple Manor nursing home where the Lions held a
prize bingo night for the residents. I think the Lions
enjoy this just as much as the residents.
The Lions are planning a Ramsey picnic on June
14 at Central Park. We hope to get the entire city
together for this occassion. Other organizations in
the city will be contacted for their help in making this
a huge success. Look for the posters around town
in the near future.

MORE THAN A BREAKFAST--

IT'S AN EVENT!!

The planning is over and the stage is set for fun,
food and frills.
