<br />Prior to 1971 the Town of Ramsey relied almost
<br />exclusively on the Sheriff's agency for law enforce-
<br />ment services with the exception of those Township
<br />ordinances which could be enforced by the elected
<br />Constable, a township position.
<br />In 1971, due to the sudden expansion of popula-
<br />tion, the Town Board and the Constable (now
<br />Ramsey's police chief) began to expand the role of
<br />the Constable. By 1974 there were three part-time
<br />officers assisting the Constable and in 1975 one of
<br />those officers was hired full-time. Since that time the
<br />Town of Ramsey has become a city, constructed a
<br />municipal center and has expanded the police
<br />department to its present complement of seven full-
<br />time sworn officers and one clerical person.
<br />All the officers have received training, beyond pre-
<br />employment requirements, in 35mm photography,
<br />fingerprint technology, First-aid/CPR/Crash Extrica-
<br />tion and other law enforcement related subjects.
<br />Every officer also performs the duties of an in-
<br />vestigator and, working on their own or with in-
<br />vestigators from the Anoka County Criminal In-
<br />vestigation Division, perform follow-up investigation
<br />work on all criminal cases they initiate. The depart-
<br />ment goal is to have each officer become proficient
<br />in all areas of law enforcement/public service and
<br />by doing so provide a career motivated, efficient and
<br />dedicated body of police professionals who can
<br />operate with a minimum of supervisory and support
<br />services.
<br />The Staff:
<br />The ever cheerful and highly knowledgeable voice
<br />you will hear when you call the police offices at the
<br />city hall is that of Arlene Stafford, police clerk. With
<br />duties ranging from answering citizens calls on the
<br />phone to resolving many of their complaints to
<br />managing the filing system to typing and classify-
<br />ing reports and many, many more (besides ad-
<br />ministering the local elections), "Arlene is", as Chief
<br />Auspos puts it, "a major part, if not the key stone,
<br />of our foundation. It is said there are no indispen-
<br />sable persons. Maybe not, but she's as close as you
<br />will find."
<br />Dave Gustafson started with Ramsey in 1974 in
<br />a part-time capacity and became a full-time officer
<br />in 1977. "Gus" is designated and trained as the
<br />department's firearms training officer and as such,
<br />oversees the firearms range schooling for the depart-
<br />ment. He also maintains the evidence collection and
<br />fingerprinting equipment.
<br />Bob Kuhn came to Ramsey in 1979, after work-
<br />ing with the Eveleth and Princeton police agencies
<br />for several years. He is the department's
<br />Crimewatch person, conducting neighborhood and
<br />

<br />CITIZENS CLUB
<br />
<br />The Ramsey Senior Citizens met for their monthly
<br />pot luck luncheon on March 4. There were twenty-
<br />five members and four guests present. Before the
<br />afternoon ended, one of those guests became an of-
<br />ficial member of the Ramsey Senior Citizens Club.
<br />Three members of the Community Education Pro-
<br />grams for the City of Ramsey and Anoka County
<br />were present to explain programs available to
<br />seniors.
<br />Earl and Lucille Manness were chosen the 1987
<br />Ramsey Senior King and Queen. They were crown-
<br />ed by the retiring King Walter Scroggins and Queen
<br />Dorothy Scroggins.
<br />The club's next meeting will be held April 1. Plan
<br />on attending and invite a neighbor senior to come
<br />with you. See you there!

<br />Jim Balabon was hired in June of 1981 and had
<br />previously served with the Ramsey police reserve
<br />unit as a "charter member". Officer Balabon has
<br />been involved with the teaching of CPR in Communi-
<br />ty School and has conducted baby-sitter clinics at
<br />the Ramsey Elementary School.
<br />In 1984 Jeff Arneson, a veteran officer from Anoka
<br />and Golden Valley PO's, was hired and besides his
<br />duties on patrol and as a CPR instructor has moved
<br />into the area of computer technology within the
<br />department's record keeping system.
<br />Jim Way and Jim Singewald are the most recent
<br />additions, being hired in 1985 and 1986 respective-
<br />ly. While being relatively new to their profession both
<br />officers have adapted well to the department's em-
<br />phasis on career orientation with Way having recent-
<br />ly completed a forty hour course on dealing with
<br />Child Abuse cases and Singewald undertaking a Na-
<br />tional Child Safety Council program with a variety
<br />of child safety activities.
<br />The department's chief is Mike Auspos. Mike
<br />started his law-enforcement career in 1964 with the
<br />Anoka police, leaving there in 1970 to work as a
<br />patrol officer and detective with the city of Coon
<br />Rapids and settling in as full-time chief in Ramsey
<br />in 1979. He served as Constable and part-time chief
<br />for Ramsey from 1971 to 1979. In an interview Chief
<br />Auspos stated, "I would like to express my thanks
<br />to two Ramsey civic organizations for their support
<br />of our department by their donations of much need-
<br />ed equipment. Our photographic section, from bulk
<br />film loader to enlarger to the two 35mm Olympus
<br />cameras was established using funds given to us by
<br />the Ramsey Lions. This year the Ramsey Lions also
<br />provided each officer with new gold and silver plated
<br />badges -- an attractive addition. We have two Resu-
<br />ciAnnie Adult size and one infant size training man-
<br />nequins for CPR instruction, all of which were
<br />donated by the Ramsey JayCees. We have worked
<br />closely with both of these groups in their various civic
<br />projects and I can't praise them enough. They are
<br />there when a need arises and by their efforts give
<br />real meaning to the word, 'Community'."
<br />Auspos also said, "We are fortunate that we have
<br />in Ramsey a high quality of citizens and a concern-
<br />ed business community. Because Ramsey, while it
<br />is an old community when you consider its Township
<br />history, is a "created" city. It has a chance to grow
<br />in a controlled manner and can learn from the
<br />mistakes made by other, older areas. We hope to
<br />see the police department be a part of that success
<br />story. "

<br />RAMSEY LIONS
<br />
<br />For those that missed the Ramsey Lions Valen-
<br />tine party, you really missed a good time. The food
<br />and band was great and there were lots of door
<br />prizes. All comments indicated that everyone en-
<br />joyed themselves and were looking forward to go-
<br />ing again next year.
<br />At a recent meeting we had two gentlemen from
<br />the Anoka County Amateur Radio Club as guest
<br />speakers. The Lions learned about how Amateur
<br />Radio communications can help with community ac-
<br />tivities and during emergency situations. They also
<br />outlined plans to improve their communication
<br />capability throughout the county.
<br />The first meeting in February was held in Forest
<br />Lake and was a joint meeting with the Forest Lake
<br />and Spring Lake Park Lions. There was a good tur-
<br />nout with over 50 Lions present. The guest speaker
<br />talked about eye corneal transplants and donors.
<br />The second meeting in February was held at the
<br />Maple Manor nursing home where the Lions held a
<br />prize bingo night for the residents. I think the Lions
<br />enjoy this just as much as the residents.
<br />The Lions are planning a Ramsey picnic on June
<br />14 at Central Park. We hope to get the entire city
<br />together for this occassion. Other organizations in
<br />the city will be contacted for their help in making this
<br />a huge success. Look for the posters around town
<br />in the near future.

<br />MORE THAN A BREAKFAST--

<br />IT'S AN EVENT!!

<br />The planning is over and the stage is set for fun,
<br />food and frills. The RY AA Pancake Breakfast is just
<br />around the corner and will be held at Ramsey
<br />Elementary School on March 29 from 8:00 a.m. to
<br />1 :00 p.m.
<br />The fun begins with appearances from Scott
<br />LeDoux (8:30 a.m. to 10:00 a.m.), Alfred Anderson
<br />and Curtis Rouse (10:00 a.m. to 11 :30 a.m.) of the
<br />Minnesota Vikings and two members of the Min-
<br />nesota Striker's (11 :30 a.m. to 1 :00 p.m.). Russ
<br />Bohaty from WDGY and Tom Kirkpatrick of the 20/20
<br />Advertising, Inc. will be emceeing the whole event.
<br />Come and meet all the celebrities and join in the fun.
<br />Don't forget your autograph books and cameras!
<br />The food includes all the mouth watering pan-
<br />cakes you can eat plus a serving of sausage, cof-
<br />fee, milk and juice.
<br />The frills are DOOR PRIZES. . . and spring and
<br />summer sport registration for Ramsey youths.
<br />Breakfast pre-sale tickets will be sold from March
<br />16th - March 27th at a cost of $3.00 for adults and
<br />$2.00 for seniors and children 6-12. Children 5 and
<br />under are admitted free.
<br />The Pancake Breakfast is sponsored by the
<br />Ramsey Youth Athletic Association and everyone is
<br />welcome.

<br />The Ramsey Youth Athletic Association (RYAA)
<br />will hold it's regular monthly meeting on March 22,
<br />7:00 p.m. at Ramsey City Hall.

<br />Spring brochure. It contains Preschool, Teen and
<br />Adult classes. The brochure will be mailed March
<br />27 and classes will start April 13.
<br />A youth brochure will be sent home from Ramsey
<br />Elementary School with your child. If you live in
<br />Ramsey and your children don't attend Ramsey
<br />Elementary School please call 422-5199 and get on
<br />the mailing list.
<br />Many old favorites and many new exciting classes
