<br />Councilmember Riley introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #25-170 <br /> <br />RESOLUTION APPROVING FINAL PAYMENT TO FLOWSEAL SURFACE <br />MAINTENANCE, INC. FOR 2025 CRACK SEAL IMPROVEMENTS, IMPROVEMENT <br />PROJECT #25-09 <br /> <br />WHEREAS, the City of Ramsey can most cost-effectively maximize the life of the <br />bituminous pavement on public streets by sealing cracks on an annual basis; and <br /> <br />WHEREAS, the City of Ramsey adopted a budget for 2025 includes $600,000.00 for street <br />maintenance contracted services, including to crack seal the bituminous pavement on numerous <br />public street segments in support of the City’s Pavement Management Program; and <br /> <br />WHEREAS, pursuant to Ramsey City Council Resolution #24-343, adopted November <br />26, 2024 the City Council ordered the City Engineer to prepare plans and specifications for 2025 <br />Crack Seal Improvements, Improvement Project #25-09; and <br /> <br />WHEREAS, pursuant to Ramsey City Council Resolution #24-020, adopted January 28, <br />2025, the City Council approved final plans and specifications as prepared by the City Engineer <br />and authorized advertisement for bids for the same improvements; and <br /> <br />WHEREAS, pursuant to Ramsey City Council Resolution #25-054, adopted March 11, <br />2025, a contract was awarded to FlowSeal Surface Maintenance, Inc. of Elk River, Minnesota, in <br />the amount of $154,749.49 for said improvements; and <br /> <br />WHEREAS, as of July 22, 2025 $102,077.50 has been paid to date; and <br /> <br />WHEREAS, the Senior Engineering Technician has inspected the completed work and <br />recommends final payment to FlowSeal Surface Maintenance, Inc. of Elk River, Minnesota, for <br />improvement project #25-09, 2025 Crack Seal Improvements in the amount of $16,323.53. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> <br />1) The City Council hereby authorizes final payment to FlowSeal Surface Maintenance, Inc. <br />of Elk River, Minnesota for Improvement Project #25-09, 2025 Crack Seal Improvements <br />in the amount of $16,323.53. <br /> <br />2) The City Council hereby accepts the project and authorizes the Mayor and City <br />Administrator to sign the release form for this payment. <br /> <br />3) The total amount of this payment is not included in resolutions approving payment of bills <br />for the date of July 22, 2025. <br /> <br />
