<br />WHAT'S HAPPENING AT
<br />CITY HALL
<br />
<br />Council met on June 9 and approved offering the
<br />position of Building Inspector to Elvin Erickson.
<br />Council authorized advertising for bids for a water
<br />tank truck for the Public Works Department. Mr.
<br />Hartley and Mr. Graczyk were authorized to inter-
<br />view applicants for the position of Accounting Clerk
<br />and present the top three candidates to the Person-
<br />nel Committee.
<br />Council met on June 19 and approved the hir-
<br />ing of two temporary persons to supervise other
<br />employees under the Work Program. A motion was
<br />passed to offer the position of Accounting Clerk to
<br />the top applicant selected.
<br />Council met on June 24 and noted that even
<br />though Mr. Knudson's request for a conditional use
<br />permit to operate a cement contracting business
<br />from his home has been withdrawn, and in order to
<br />avoid expending time and effort in the future, Plan-
<br />ning and Zoning should be advised that businesses
<br />of this nature will not be allowed in an R-1 District.
<br />Council also denied Mr. Zurnieden's request for a
<br />conditional use permit to operate a lawn
<br />maintenance business from his home. County Com-
<br />missioner Haas and Director of Anoka County Parks
<br />David Torkildson were present to discuss the pro-
<br />posed expansion of the Mississippi River Count Park
<br />into a regional park facility. Ramsey Council express-
<br />ed concern with the proposed plan and directed that
<br />a resolution to the County be prepared stating that
<br />further study of the proposed expansion is ap-
<br />propriate. An ordinance was introduced to rezone
<br />a 4 acre parcel southwest of River's Bend from Ur-
<br />ban Business to Urban Residential. River's Bend Se-
<br />cond Addition received preliminary plat approval. A
<br />lengthy discussion regarding the establishment of
<br />storm sewer taxing districts took place. An ordinance
<br />was introduced that would establish the Mississippi
<br />River Drainage District. The motion to introduce an
<br />ordinance that would establish the Rum River
<br />Drainage District failed. Council ordered that the
<br />case of establishing drainage districts be placed on
<br />the July Council agenda. A feasibility study was
<br />ordered for correcting drainage problems in Hall-
<br />Anderson Acres. Flintwood Hills Third Addition
<br />received final plat approval. The Airport Commission
<br />was instructed to continue their efforts of planning
<br />for proposed improvements to Gateway North In-
<br />dustrial Airport using the runway layout originally
<br />contained in the Master Plan and not the alternate
<br />layout that would involve Prestressed Concrete pro-
<br />perty. Plans and specs for 1986 sealcoating projects
<br />were approved and bid date of July 8 was set for the
<br />projects. Council adopted an ordinance amending
<br />Chapter 170.01 of the City Code. The City Ad-
<br />ministrator and City Attorney were directed to
<br />develop terms and conditions of a joint powers
<br />agreement between the cities of Anoka, Champlin
<br />and Ramsey for fire protection. Council approved the
<br />purchase of bleachers for the school park and Cen-
<br />tral Park and a hydraulic reversible plow. An expen-
<br />diture of $3,000 from Community Development
<br />Block Grant funds was approved to produce a pro-
<br />motional video tape of Ramsey. Council endorsed
<br />the North Metro Traffic Task Force Study report con-
<br />cerning the Mississippi River bridge crossing pro-
<br />blem. An ordinance was introduced that would
<br />establish a Landfill Commission. Council was inform-
<br />ed that the top candidate for the position of Accoun-
<br />ting Clerk refused the City's offer; Council suggested
<br />that the position be offered to the second or third
<br />ranking applicant. The City Administrator received
<br />approval to hire temporary help in the interim.
<br />Council met on June 30 and after conducting the
<br />required public hearings, resolutions were adopted
<br />to modify the Development Program for Develop-
<br />ment District #1, the Tax Increment Financing Plan
<br />for Tax Increment Financing District #1, the 1990
<br />Comprehensive Plan, to order plans and specs for
<br />the extension of sanitary sewer and municipal water
<br />to the City's industrial area including the construc-
<br />tion of a 500,000 gallon water storage facility and
<br />establish a financing plan for the extension and con-
<br />struction of same. Council awarded the contract for
<br />site improvements, utilities and street construction
<br />in Flintwood Hills III to Wydmer, Inc. and to require
<br />a letter of credit equal to 20% of the costs of the im-
<br />provements. Council adopted the ordinance to
<br />rezone from Urban Business to Urban Residential
<br />a 4 acre parcel southwest of River's Bend. The pur-
<br />chase of a water tank truck for $17,000 was approv-
<br />ed. The staff prepared comments to the Environmen-
<br />tal Assessment Worksheet for Site P for presenta-
<br />tion at the public hearing on July 1 were approved.
