<br />COMMISSION MEETING NEWS <br /> <br />The Park and Recreation Commission met on <br />June 12 and Brad Dahl indicated that the Lions Club <br />wants to do something to satisfy a need in the City <br />and is looking for ideas. Claudia Dodge reported that <br />Ramsey School raised almost $7,000 in a Walk-A- <br />Thon and is looking for matching funds for <br />playground equipment. It was also reported that <br />there is a need for soccer goals at Central Park and <br />the warming house at the hockey rink is too small. <br />Park dedication requirements for River's Bend 2nd <br />Addition were waived. The Commission moved to re- <br />quest that the City Administrator appoint someone <br />to be responsible for turning the lights on and off at <br />parks. <br />The Planning and Zoning Commission met on <br />June 17 and conducted public hearings regarding <br />River's Bend Properties' request for rezoning, Nor- <br />thstar Outdoor Education, Inc. 's request for a con- <br />ditional use permit to operate a canoe/tube rental <br />business and North Fork, Inc.'s request for <br />preliminary development plan approval of the se- <br />cond phase of Northfork P.U.D. The Commission <br />recommended that City Council approve the request <br />by River's Bend Properties for rezoning from Urban <br />Business to Urban Residential. The request for a <br />permit to operate a canoe/tube rental business was <br />tabled because a representative of Northstar Out- <br />door Education was not present to answer questions <br />and concerns of the Commission and public. The <br />Commission recommended Council approval of the <br />preliminary plan of the second phase of Northfork <br />P.U.D. contingent upon compliance with items con- <br />tained in the City Engineer's report and also re- <br />quested that the Park Commission present park <br />dedication requirements to the Council before Coun- <br />cil acts on this preliminary plat. The Commission <br />recommended that City Council modify the tax in- <br />crement financing documents to allow for the exten- <br />sion of sanitary sewer and municipal water to a por- <br />tion of the City's Industrial Area and the use of tax <br />increment funds to pay for a portion of the cost to <br />do so. <br /> <br />The Economic Development Commission met <br />on June 11 and recommended that Council approve <br />an expenditure of $3,000 from Community Develop- <br />ment Block Grant Funds to produce a promotional <br />video tape of Ramsey. It was reported that the In- <br />cubator Project Subcommittee has met and will con- <br />tinue to meet to determine specific common <br />economic development goals of Ramsey and Anoka. <br />The Commission agreed that there should be a joint <br />meeting of EDC and Planning and Zoning in July to <br />discuss development restrictions along Highway 10 <br />and to establish a subcommittee to review regula- <br />tions regarding such development. <br />The Economic Development Commission met <br />on June 1 B and discussed at length the proposed <br />establishment of a Landfill Commission and the ap- <br />propriate responsibilities of that Commission, i.e., <br />future use of the landfill, Site P issues, legislative <br />issues, termination of operation, Landfill Trust Fund <br />uses, etc. It was recommended that Ramsey par- <br />ticipate in a joint Fire Department with Anoka and <br />Champlin. Mr. Hartley explained to the Commission <br />that Council is opposed to expansion of the <br />Mississippi River Park at the cost of prime com- <br />mecial/industrial land in Ramsey. <br />The Airport Commission met on June 1 Band <br />discussed the pros and cons of the runway align- <br />ment as proposed in the Master Plan and the alter- <br />native alignment that would take into consideration <br />that property formerly occupied by Prestressed Con- <br />crete. The Commission recommended that the alter- <br />nate runway alignment be rejected and future Master <br />Plan efforts be confined to that runway alignment <br />originally proposed in the Master Plan. It was <br />reported that comments from the May 12 meeting <br />with FAA, MNlDoT and Met Council were that the <br />Gateway North airport site is now a high priority item <br />because of increased useage of it; this would in- <br />crease the opportunity to obtain grant funds. It was <br />recommended that Mr. Dave Chapman be appointed <br />to fill the vacancy on the Airport Commission. The <br />Commission reacted favorably to the idea of a joint <br />fire department between Ramsey, Anoka and <br />Champlin. The Ramsey City Coun- <br />cil, Economic Development Commission, Park <br />Board, Planning and Zoning Commission, Airport <br />Commission and Charter Commission all have a <br />"Citizen Input" time set aside at the beginning of <br />each meeting. "Citizen Input" permits citizens to ad- <br />dress Councilor Commissions without first having <br />to get on the agenda. <br />If you have something that you would like to bring <br />to the attention of Councilor Commissions, don't <br />forget "Citizen Input." <br /> <br />DID YOU KNOW? <br /> <br />Curfew - No person under the age of 14 shall be <br />on or present in any public street, avenue, alley or <br />park or other public place in the City of Ramsey bet- <br />ween the hours of 9:30 p.m. and 5:30 a.m. of the <br />following day. Without going into greater detail here, <br />this generally refers to loitering, 'hanging around' <br />and lurking with the intent to do stupid things. <br />'Ramsey' is your mailing address - Your mail- <br />ing address may (and should be ) entered as <br />'Ramsey, Minnesota' so long as you use the 55303 <br />zip code. NCTA - National Cable TV Association. <br />This is the national organization of cable industry of- <br />ficials including owners, operators, advertisers, etc. <br />FNN - Financial News Network. Channel 38 on our <br />system. C-Span - Channel 29 on our system provides <br />gavel to gavel coverage of the U.S. House of <br />Representatives. C-Span II - Channel 56 on our <br />system provides gavel to gavel coverage of the U.S. <br />Senate. <br />
