COMMISSION MEETING NEWS The Park and Recreation Commission met on June 12 and Brad Dahl indicated that the Lions Club wants to do something to satisfy a need in the City and is looking for ideas. Claudia Dodge reported that Ramsey School raised almost $7,000 in a Walk-A- Thon and is looking for matching funds for playground equipment. It was also reported that there is a need for soccer goals at Central Park and the warming house at the hockey rink is too small. Park dedication requirements for River's Bend 2nd Addition were waived. The Commission moved to re- quest that the City Administrator appoint someone to be responsible for turning the lights on and off at parks. The Planning and Zoning Commission met on June 17 and conducted public hearings regarding River's Bend Properties' request for rezoning, Nor- thstar Outdoor Education, Inc. 's request for a con- ditional use permit to operate a canoe/tube rental business and North Fork, Inc.'s request for preliminary development plan approval of the se- cond phase of Northfork P.U.D. The Commission recommended that City Council approve the request by River's Bend Properties for rezoning from Urban Business to Urban Residential. The request for a permit to operate a canoe/tube rental business was tabled because a representative of Northstar Out- door Education was not present to answer questions and concerns of the Commission and public. The Commission recommended Council approval of the preliminary plan of the second phase of Northfork P.U.D. contingent upon compliance with items con- tained in the City Engineer's report and also re- quested that the Park Commission present park dedication requirements to the Council before Coun- cil acts on this preliminary plat. The Commission recommended that City Council modify the tax in- crement financing documents to allow for the exten- sion of sanitary sewer and municipal water to a por- tion of the City's Industrial Area and the use of tax increment funds to pay for a portion of the cost to do so. The Economic Development Commission met on June 11 and recommended that Council approve an expenditure of $3,000 from Community Develop- ment Block Grant Funds to produce a promotional video tape of Ramsey. It was reported that the In- cubator Project Subcommittee has met and will con- tinue to meet to determine specific common economic development goals of Ramsey and Anoka. The Commission agreed that there should be a joint meeting of EDC and Planning and Zoning in July to discuss development restrictions along Highway 10 and to establish a subcommittee to review regula- tions regarding such development. The Economic Development Commission met on June 1 B and discussed at length the proposed establishment of a Landfill Commission and the ap- propriate responsibilities of that Commission, i.e., future use of the landfill, Site P issues, legislative issues, termination of operation, Landfill Trust Fund uses, etc. It was recommended that Ramsey par- ticipate in a joint Fire Department with Anoka and Champlin. Mr. Hartley explained to the Commission that Council is opposed to expansion of the Mississippi River Park at the cost of prime com- mecial/industrial land in Ramsey. The Airport Commission met on June 1 Band discussed the pros and cons of the runway align- ment as proposed in the Master Plan and the alter- native alignment that would take into consideration that property formerly occupied by Prestressed Con- crete. The Commission recommended that the alter- nate runway alignment be rejected and future Master Plan efforts be confined to that runway alignment originally proposed in the Master Plan. It was reported that comments from the May 12 meeting with FAA, MNlDoT and Met Council were that the Gateway North airport site is now a high priority item because of increased useage of it; this would in- crease the opportunity to obtain grant funds. It was recommended that Mr. Dave Chapman be appointed to fill the vacancy on the Airport Commission. The Commission reacted favorably to the idea of a joint fire department between Ramsey, Anoka and Champlin. A recommendation will be forwarded to Council opposing expansion of the landfill.
