It was also
agreed that the $11,000 re-
maining in the street im-
provement fund would be used
for drainage purposes.
The council also referred
the matter of groundwater
heating pumps to the planning
and zoning commission' for
consideration of an ordinance
to control the outflow from
those systems.
A resolution was approved
granting a variance to C. John-
son on Gladiola Street to vary
from the shore land setback
when constructing a three-
season porch on her property.
The Andover Council declar-
ed the adequacy of the peti-
tion for bituminous street im-
provement in Lund's Round
Lake Estates and ordered the
preparation of a feasibility
report.. That feasibility report
was approved and a public
hearing on the project set for
August 20.
The petition was also ac-
cepted for the street construc-
tion of the frontage road of
Seventh Avenue in Dehn's Ad-
dition. The feasibility report
was accepted and the public
hearing set for August 20.
The city engineer was
authorized to proceed with
bidding th~ sealc~ating pro-
ject, including the overlaying
of the city hall parking lot.
The Shoreland Zoning Or-
dinance was reluctantly adopt-
ed by the Andover Council.
This ordinance is required by
the state, but the council
changed the parimeter rule of
1,000 feet of a shoreland to 300
feet. The ordinance required
ON R approval.
The public works depart-
ment has been looking for a
used water truck, and the
council agreed to continue
with that search. '
The purchase of a 1986 Ford
van from Brookdale Ford was
authorized for the bid price of
$10,125. It is a three-quarter
ton utility van to be used by
the public works department.

The council discussed the
Coon Creek Watershed hear-
ing for the improvement of
Ditch 57. They questioned the
petitions the watershed board
is using as to how valid they
really are. ,They questioned
just how much of a. flooding
problem there is in Andover,
feeling that has never been
satisfactorily documented for
the city. And they questioned
the huge assessment against
the city for this project be-
cause it means that all resi-
dents will be paying for some-
thing many will not be benefit-
ing from. Council let stand its
previously resolution oppos-
ing the project.
The council agreed to the
propane burn to be. demon-
strated at the Andover Fun
Days. The Lions Club was also
granted a temporary license
for the Fun Days.
The city engineer, Jim
Schrantz, was appointed as
the city's representative to the
Rum River Watershed Manage-
ment Organization. The resig-
nation of Don Spotts from, the
planning and zoning commis-
sion was accepted. And the
resignation of Marcie Peach
as staff secretary was approv-
ed.
The kennel license applica-
tion for J. Baillie was approv-
ed.
The counGil discussed the
pros and cons of a park devel-
opment referendum and on
the park development matrix
submitted by the park board.
Alternative methods of financ-
ing park development were
discussed, including an in-
crease in capital expenditures
in the budget. It was also
noted that the fire department
has been before the council
and may also be asking for a
referendum for additional fire
stations in the future, specu-
lating how that would impact a
park bond election at this
time. This item was discussed
again at future meetings.
August 15 special meeting
The Andover Council met
with the County Civil Defense
Director Bruce Wojak and rep-

resentatives of siren com-
panies regarding the installa-
tion of warning sirens in the ci-
ty. Mr. Wojak explained that
most municipalities are con-
verting to radio activated sys-
tems. Discussion was on the
advantages of the radio acti-
vated system and the costs.
Council agreed to look into
this matter further.
August 20 regular meeting
The public hearing for the
street improvement in Lund's.
Round Lake Estates was held.
After hearing testimony from
the residents, the improve-
ment was ordered. It was also
agreed to bid the construction
of Guarani as an alternate to
include the base construction
and bituminous surfacing.
The public hearing for the
street improvement of the
frontage road along Seventh
Avenue in Dehn's Addition
was also held. The improve-
ment was .ordered and the
engineers directed to prepare
final plans and specifications,
including alternate bids for
paving up to the property lines
for each individual.
The contract with Bergeron
for the publishing of the Tri-
City Newsletter for the
September issue was approv-
ed. It was also noted that Cam-
paign Success, Inc., would like
to publish the November issue
and negotiate a contract for
the following year.
There was a lengthy discus-
sion with park board members
and interested residents on
the issue of a park bond refer-
endum. The two sides of the
issue were to fund the park
development through the gen-
eral fund budget and those
who preferred to have the
money up front from the
board. It was again noted the
residents should be made
aware that the fire department
may be asking for bonding
within the next year or so. It
was ultimately decided that
the residents should have a
say as to whether or not they
want to pay for park improve-
ments, and the best method
for finding that out would be
, \

through a special election on
bonding those improvements.
The park board was allowed
to proceed with the overall
three-year development
scheme for parks; and in order
to accomplish this, the
$300,000 bond issue would be
voted on at a special election
to be held on October 29,1985.
It was discovered that four
lots were left out of the plans
and specifications for sewer
and water in the Woodland
Terrace development. Be-
cause the final plat had not
been filed within 30 days of ap-
proval, it was agreed the
developer should present the
amended final plat for council
consideration. Also, the devel-
opment contract will need to
be modified. Because of some
difficulties with the contractor
in this department, the coun-
cil authorized the city en.
gineer to substitute the con-
tractor for sewer and water
from Northglen to the Wood-
land Terrace development.
The bids were accepted for
the sealcoating project of
Stenquist Addition, Alladin
Acres and Ehcnated Drive,
with the contract awarded to
Allied Blacktop Company in
the amount of $26,718.80. Nor.
thgern Asphalt was awarded
the contract to overlay the city
hall parking lot in the amount
of $6,963. ,
Councilman Mike Knight
stated he is getting com-
plaints from the northern part
of 'the city where the tubing
down the river is taking place.
Those activities start from the
county park, questioning how
a private business can operate
out of a public park. A resolu-
tion was approved strongly
protesting the effects of that
commercial tubing operating
occurring at the Rum River
County Regional Park on the
northern Andover boundary.
September 3 regular meet-
ing
The lot split request of A.
Aker on 181st Avenue was ap-
proved. The variance request
of P. Hanson to vary from the
lot width requirement off

County Road 20 was also
granted.
The 'special use permit for
William Rademacher of Bill's
Superette was amended to in-
stall a 4,000-gallon kerosene
tank and dispenser at that
.business. The special use per-
mit for the Tom Thumb Store
on Seventh Avenue was also
amended to install an addi-
tional 10,000-gallon gas tank
and canopy and to .change
pumps.
The final plans and specifi-
cations for the street improve-
ment projects in Lund's Round
Lake Estates and the frontage
road in Dehn's Addition were
approved and the engineers
directed to advertise for bids.
The installation of a stop
sign on 138th Lane.at Under-
clift Street was authorized.
The wording of the ballot for
the special bond election for
park improvements was ap-
proved, It will read: Shall the
City'of Andover issue and sell
as general obligation bonds in
an amount not to exceed
$300,000 for the purpose of
providing monies to finance
the equipping of and improve-
ment of various municipal
parks in the city? The election
judges for the bond election
were also approved.
The city attorney was asked
to prepare language for a pro-
posed amendment to the junk-
yard ordinance which would
require only certain fences
that had prior approval by the
city council as to design and
material.
The economic development
committee reported they have
recommended the city use its
Community Development
Block Grant Funds, which is
approximately $135,000, to
purchase the property on
which Mom's Auto Salvage is
being conducted. The city
could then use tax increment
financing and develop the pro-
perty for commercial use. No
action was taken at this time
by the council.
The resignation of Tim
Koltes as accounting clerk

Continued on page 15

~.,~~.~~.~~.~~.~~~~.~~o~'

Child Safety/Safe House Program Begun

1
"
It

J
l
If

Would your child know what
to do if a person approached
them and asked their help to
find a lost puppy? This is just
one example of the type of line
that is used to intice children
into talking to or going with a
stranger. Do you as a parent
know how to teach your chil-
dren about strangers, .what to
do when they're home alone,
sexual abuse, and other sub-
jects that are crucial for their'
safety and sense of security?
The only child safety
measure commonly promoted
is fingerprinting. While this is
of some value in helping to
locate a child that is already
missing, it does nothing to
prevent a child from disap-

pearing. Crooked Lake Com-
munity Education, the Anoka
County Sheriff's Department,
the Andover Advisory Council,
and neighborhood Key Com-
municators are working to-
gether to provide a program
which helps prevent bad
things from happening to our
kids. The program has three
main goals: to educate .chil-
dren at' school, to teach
parents' how to educate kids at
home, and to set up safe
houses in neighborhoods so
that children in trouble have a
place to go.
On Tuesday, Nov. 12, a
meeting for parents was held
at -which a video tape entitled
"Strong Kids, Safe Kids" was

- - -
--- ~ -----

shown and methods to protect
children were covered by Sgt.
Bill Erickson of the sheriff's
department and Melanie De-
Luca, the Andover Community
Education Coordinator. This
program will be repeated in
January or February for all
others who would like to at-
tend. Presentations to chil-
dren are also being done at
Crooked Lake School by Sgt.
Erickson and "McGruff" who
is a national crime fighting
symbol for children.
If you would like more infor-
mation about the upcoming
parent meeting, how to be-
come a safe house, or other
aspects of this program, call
757-5800.

Melanie DeLuca, Community Education Coordinator, McGruff, and Sg!.
