<br />needed and to get bids on con-
<br />struction of the most feasible
<br />proposal to handle the water
<br />from the area. It was also
<br />agreed that the $11,000 re-
<br />maining in the street im-
<br />provement fund would be used
<br />for drainage purposes.
<br />The council also referred
<br />the matter of groundwater
<br />heating pumps to the planning
<br />and zoning commission' for
<br />consideration of an ordinance
<br />to control the outflow from
<br />those systems.
<br />A resolution was approved
<br />granting a variance to C. John-
<br />son on Gladiola Street to vary
<br />from the shore land setback
<br />when constructing a three-
<br />season porch on her property.
<br />The Andover Council declar-
<br />ed the adequacy of the peti-
<br />tion for bituminous street im-
<br />provement in Lund's Round
<br />Lake Estates and ordered the
<br />preparation of a feasibility
<br />report.. That feasibility report
<br />was approved and a public
<br />hearing on the project set for
<br />August 20.
<br />The petition was also ac-
<br />cepted for the street construc-
<br />tion of the frontage road of
<br />Seventh Avenue in Dehn's Ad-
<br />dition. The feasibility report

<br />The city engineer was
<br />authorized to proceed with
<br />bidding th~ sealc~ating pro-
<br />ject, including the overlaying
<br />of the city hall parking lot.
<br />The Shoreland Zoning Or-
<br />dinance was reluctantly adopt-
<br />ed by the Andover Council.
<br />This ordinance is required by
<br />the state, but the council
<br />changed the parimeter rule of
<br />1,000 feet of a shoreland to 300
<br />feet. The ordinance required
<br />ON R approval.
<br />The public works depart-
<br />ment has been looking for a
<br />used water truck, and the
<br />council agreed to continue
<br />with that search. '
<br />The purchase of a 1986 Ford
<br />van from Brookdale Ford was
<br />authorized for the bid price of
<br />$10,125. It is a three-quarter
<br />ton utility van to be used by
<br />the public works department.
<br />
<br />The council discussed the
<br />Coon Creek Watershed hear-
<br />ing for the improvement of
<br />Ditch 57. They questioned the
<br />petitions the watershed board
<br />is using as to how valid they
<br />really are. ,They questioned
<br />just how much of a. flooding
<br />problem there is in Andover,
<br />feeling that has never been
<br />satisfactorily documented for
<br />the city. And they questioned
<br />the huge assessment against
<br />the city for this project be-
<br />cause it means that all resi-
<br />dents will be paying for some-
<br />thing many will not be benefit-
<br />ing from. Council let stand its
<br />previously resolution oppos-
<br />ing the project.
<br />The council agreed to the
<br />propane burn to be. demon-
<br />strated at the Andover Fun
<br />Days. The Lions Club was also
<br />granted a temporary license
<br />for the Fun Days.
<br />The city engineer, Jim
<br />Schrantz, was appointed as
<br />the city's representative to the
<br />Rum River Watershed Manage-
<br />ment Organization. The resig-
<br />nation of Don Spotts from, the
<br />planning and zoning commis-
<br />sion was accepted. And the
<br />resignation of Marcie Peach
<br />as staff secretary was approv-
<br />ed.
<br />The kennel license applica-
<br />tion for J. Baillie was approv-
<br />ed.
<br />The counGil discussed the
<br />pros and cons of a park devel-
<br />opment referendum and on
<br />the park development matrix
<br />submitted by the park board.
<br />Alternative methods of financ-
<br />ing park development were
<br />discussed, including an in-
<br />crease in capital expenditures
<br />in the budget. It was also
<br />noted that the fire department
<br />has been before the council
<br />and may also be asking for a
<br />referendum for additional fire
<br />stations in the future, specu-
<br />lating how that would impact a
<br />park bond election at this
<br />time. This item was discussed
<br />again at future meetings.
<br />August 15 special meeting
<br />The Andover Council met
<br />with the County Civil Defense
<br />Director Bruce Wojak and rep-
<br />
<br />resentatives of siren com-
<br />panies regarding the installa-
<br />tion of warning sirens in the ci-
<br />ty. Mr. Wojak explained that
<br />most municipalities are con-
<br />verting to radio activated sys-
<br />tems. Discussion was on the
<br />advantages of the radio acti-
<br />vated system and the costs.
<br />Council agreed to look into
<br />this matter further.
<br />August 20 regular meeting
<br />The public hearing for the
<br />street improvement in Lund's.
<br />Round Lake Estates was held.
<br />After hearing testimony from
<br />the residents, the improve-
<br />ment was ordered. It was also
<br />agreed to bid the construction
<br />of Guarani as an alternate to
<br />include the base construction
<br />and bituminous surfacing.
<br />The public hearing for the
<br />street improvement of the
<br />frontage road along Seventh
<br />Avenue in Dehn's Addition
<br />was also held. The improve-
<br />ment was .ordered and the
<br />engineers directed to prepare
<br />final plans and specifications,
<br />including alternate bids for
<br />paving up to the property lines
<br />for each individual.
<br />The contract with Bergeron
<br />for the publishing of the Tri-
<br />City Newsletter for the
<br />September issue was approv-
<br />ed. It was also noted that Cam-
<br />paign Success, Inc., would like
<br />to publish the November issue
<br />and negotiate a contract for
<br />the following year.
<br />There was a lengthy discus-
<br />sion with park board members
<br />and interested residents on
<br />the issue of a park bond refer-
<br />endum. The two sides of the
<br />issue were to fund the park
<br />development through the gen-
<br />eral fund budget and those
<br />who preferred to have the
<br />money up front from the
<br />board. It was again noted the
<br />residents should be made
<br />aware that the fire department
<br />may be asking for bonding
<br />within the next year or so. It
<br />was ultimately decided that
<br />the residents should have a
<br />say as to whether or not they
<br />want to pay for park improve-
<br />ments, and the best method
<br />for finding that out would be
<br />, \

<br />through a special election on
<br />bonding those improvements.
<br />The park board was allowed
<br />to proceed with the overall
<br />three-year development
<br />scheme for parks; and in order
<br />to accomplish this, the
<br />$300,000 bond issue would be
<br />voted on at a special election
<br />to be held on October 29,1985.
<br />It was discovered that four
<br />lots were left out of the plans
<br />and specifications for sewer
<br />and water in the Woodland
<br />Terrace development. Be-
<br />cause the final plat had not
<br />been filed within 30 days of ap-
<br />proval, it was agreed the
<br />developer should present the
<br />amended final plat for council
<br />consideration. Also, the devel-
<br />opment contract will need to
<br />be modified. Because of some
<br />difficulties with the contractor
<br />in this department, the coun-
<br />cil authorized the city en.
<br />gineer to substitute the con-
<br />tractor for sewer and water
<br />from Northglen to the Wood-
<br />land Terrace development.
<br />The bids were accepted for
<br />the sealcoating project of
<br />Stenquist Addition, Alladin
<br />Acres and Ehcnated Drive,
<br />with the contract awarded to
<br />Allied Blacktop Company in
<br />the amount of $26,718.80. Nor.
<br />thgern Asphalt was awarded
<br />the contract to overlay the city
<br />hall parking lot in the amount
<br />of $6,963. ,
<br />Councilman Mike Knight
<br />stated he is getting com-
<br />plaints from the northern part
<br />of 'the city where the tubing
<br />down the river is taking place.
<br />Those activities start from the
<br />county park, questioning how
<br />a private business can operate
<br />out of a public park. A resolu-
<br />tion was approved strongly
<br />protesting the effects of that
<br />commercial tubing operating
<br />occurring at the Rum River
<br />County Regional Park on the
<br />northern Andover boundary.

<br />Aker on 181st Avenue was ap-
<br />proved. The variance request
<br />of P. Hanson to vary from the
<br />lot width requirement off

<br />County Road 20 was also
<br />granted.
<br />The 'special use permit for
<br />William Rademacher of Bill's
<br />Superette was amended to in-
<br />stall a 4,000-gallon kerosene
<br />tank and dispenser at that
<br />.business. The special use per-
<br />mit for the Tom Thumb Store
<br />on Seventh Avenue was also
<br />amended to install an addi-
<br />tional 10,000-gallon gas tank
<br />and canopy and to .change
<br />pumps.
<br />The final plans and specifi-
<br />cations for the street improve-
<br />ment projects in Lund's Round
<br />Lake Estates and the frontage
<br />road in Dehn's Addition were
<br />approved and the engineers
<br />directed to advertise for bids.
<br />The installation of a stop
<br />sign on 138th Lane.at Under-
<br />clift Street was authorized.
<br />The wording of the ballot for
<br />the special bond election for
<br />park improvements was ap-
<br />proved, It will read: Shall the
<br />City'of Andover issue and sell
<br />as general obligation bonds in
<br />an amount not to exceed
<br />$300,000 for the purpose of
<br />providing monies to finance
<br />the equipping of and improve-
<br />ment of various municipal
<br />parks in the city? The election
<br />judges for the bond election
<br />were also approved.
<br />The city attorney was asked
<br />to prepare language for a pro-
<br />posed amendment to the junk-
<br />yard ordinance which would
<br />require only certain fences
<br />that had prior approval by the
<br />city council as to design and
<br />material.
<br />The economic development
<br />committee reported they have
<br />recommended the city use its
<br />Community Development
<br />Block Grant Funds, which is
<br />approximately $135,000, to
<br />purchase the property on
<br />which Mom's Auto Salvage is
<br />being conducted. The city
<br />could then use tax increment
<br />financing and develop the pro-
<br />perty for commercial use. No
<br />action was taken at this time
<br />by the council.

<br />Would your child know what
<br />to do if a person approached
<br />them and asked their help to
<br />find a lost puppy? This is just
<br />one example of the type of line
<br />that is used to intice children
<br />into talking to or going with a
<br />stranger. Do you as a parent
<br />know how to teach your chil-
<br />dren about strangers, .what to
<br />do when they're home alone,
<br />sexual abuse, and other sub-
<br />jects that are crucial for their'
<br />safety and sense of security?
<br />The only child safety
<br />measure commonly promoted
<br />is fingerprinting. While this is
<br />of some value in helping to
<br />locate a child that is already
<br />missing, it does nothing to
<br />prevent a child from disap-
<br />
<br />pearing. Crooked Lake Com-
<br />munity Education, the Anoka
<br />County Sheriff's Department,
<br />the Andover Advisory Council,
<br />and neighborhood Key Com-
<br />municators are working to-
<br />gether to provide a program
<br />which helps prevent bad
<br />things from happening to our
<br />kids. The program has three
<br />main goals: to educate .chil-
<br />dren at' school, to teach
<br />parents' how to educate kids at
<br />home, and to set up safe
<br />houses in neighborhoods so
<br />that children in trouble have a
<br />place to go.
<br />On Tuesday, Nov. 12, a
<br />meeting for parents was held
<br />at -which a video tape entitled
<br />"Strong Kids, Safe Kids" was

<br />shown and methods to protect
<br />children were covered by Sgt.
<br />Bill Erickson of the sheriff's
<br />department and Melanie De-
<br />Luca, the Andover Community
<br />Education Coordinator. This
<br />program will be repeated in
<br />January or February for all
<br />others who would like to at-
<br />tend. Presentations to chil-
<br />dren are also being done at
<br />Crooked Lake School by Sgt.
<br />Erickson and "McGruff" who
<br />is a national crime fighting
<br />symbol for children.
