The
first meeting of the Ramsey
City Council was cablecast
over the system on Oct. 22 on
the Government Access Chan-
nel 10. The government ac-
cess chann,els of the 'four
cities are unique due to the
fact that they are '~dedicated"
channels. The cable system

. ~

has been designed so that the
channel provides the advant-
age of "narrowcasting". This
allows residents of any of the
four cities to .view program-
ming specifically concerning
their community, while resi-
dents of the other com:
munities have the ability to
simultaneously viewing differ-
ent programs pertaining to
their individual communities
on their government channel.
Are the city councils inter-
ested in winning in the Niel-
sen ratings game? No. Govern.
ment sought a cable system
for their communities for
many reasons, however, a very
important reason was to pro-

vide another source of delivery
information to the citizens. To
insure the ability of all city
agencies to communicate ef-
fectively with the community,
Group W Cable has provided
these government access
channels. These channels, as
they develop, are intended to
advance the awareness, under-
standing and participation in
self government among Quad
Cities' residents.
.One of the main objectives
of the Quad Cities Cable Com-
mission during the coming
year will be to work with each
of the four cities to develop
these channels to their full
potential. Our goal is to have

Volunteer Opportunities

..

h'
,
~ r'

The Anoka County Com-
munity Action Program cur-
rently has openings for the
following popitions:
Head Start: "Grandparent",
teacher's helper; health aide,
assist health coordinator with
paper work and phoning;
clerical aide, mailing and
paper work; classroom volun-
. teers, assist teachers; bus

V.
.1
t
~

I
~,
,

~ .
I
~

~

J
II
'l .

I

rl .~
:.l
J
~

l'

1')

~
I;

l~
,

I, I
,J
I:
I
....

--

aide, ride bus with head start
children; babysitters, sit with
children while mothers meet.
Surplus :Distribution Work-
er: Clerical help or help in mov-
ing commodities at distribu-
tion sites.
Clerical Aide/Recreationist:
Organize/maintain records,
etc.
Senior Befriender: Seniors

trained to provide personal
and emotional support to
other seniors.
Marketing Manager: Design
and develop marketing plan
and strategy for ACCAP con-
struction.
For more information con-
tact Elaine Vangerud 784-2443,
volunteer program coordina-
tor.

the city councils, city depart-
ments and other boards and
committees use these chan-
nels to cablecast government-
related activities so that citi-
zens will be able to learn about
the existing laws that affect
their lives n transportation,
housing, employment, recrea-
tion, community relations,
safety and consumer related
matters.
Group W Cable has provided
a character generator to each
of the Quad Cities' city halls
for alpha-numeric listings of
special events, information
and schedules of government
meetings which are currently

being used and already im-
proving communications be-
tween government and citi-
zens.
The Cable Commission and
Group W hope to enjoy a good
measure of success during the
first year with these develop-
ments. We are excited by the
ability to immediately involve
numerous government agen-
cies, organizations and indi-
viduals, all with diverse inter-
ests and points of view, and
fully intend to continue this
activity to help us realize our
goal of establishing a dynamic
community' information sys-
tem.

The Hidden Costs
Of Home Heating

With the cold weather we will have this winter, a lot of people
may need to..take another look-at their heating systems. Many
people forget about the hidden cost of heating their home if
they heat with oil, gas or wood.
That hidden cost is the cost of operating the blower fan on the
furnace or wood-burning stove. A rough rule of thumb is that for
every gallon of oil burned, one KWH of electricity is used to
drive the fan.
One electric co-op has metered some heating systems and
found some fan motors take between 200 and 300 KWH a month.
At seven cents a KWH, this comes out to between $14 and $24 a
month just for the fan motor.
If you burn wood and your stove has a fan, it can use even
more KWH than a furnace. It all depends on the size of the motor
and the number of hours the fan runs. The chart accompanying
this article is based on operating the fan motor 24 hours a day
for 30 days. .
So blower fans can have a significant impact on your electric
bill. If you burn wood for only part of the day, reduce the figures
in the chart by the percentage of use to come up with an
estimate of your usage and costs.

H P Motor
1/8
1/4
1/3

Kilowattsl
Month
300
360
480

Operating
Costs
$21.00
$25.20
$33.60

For more information on appliance operating costs, call the
Member Service Departmentat Anoka Electric Cooperative, 421-
3761 or 1-800-642-1672. .

HAPPY NEW YEAR - HAPPY NEW YEAR

What is 4-H?

Ask several people what 4-H
clubs are all about and you'll
get lots of different answers!
What many people don't knQw
is that 4-H is for all boys and
girls, 8-19 years of age, who
live in cities, suburbs, or rural
, areas.
4-H members have over 150
project areas to choose from,
such as fishing, clowning,
foods, pets, clothing and bi-
cycling.
