<br />Live From Ramsey, It's The Council Meeting

<br />The Quad Cities Cable Com-
<br />munications Commission and
<br />Group W Cable, Inc. have
<br />begun to produce government
<br />programming for the City of
<br />Ramsey and intends to pro,
<br />duce for the other members
<br />Cities of Champlin, Andover
<br />and Anoka in the future. The
<br />first meeting of the Ramsey
<br />City Council was cablecast
<br />over the system on Oct. 22 on
<br />the Government Access Chan-
<br />nel 10. The government ac-
<br />cess chann,els of the 'four
<br />cities are unique due to the
<br />fact that they are '~dedicated"
<br />channels. The cable system
<br />
<br />

<br />has been designed so that the
<br />channel provides the advant-
<br />age of "narrowcasting". This
<br />allows residents of any of the
<br />four cities to .view program-
<br />ming specifically concerning
<br />their community, while resi-
<br />dents of the other com:
<br />munities have the ability to
<br />simultaneously viewing differ-
<br />ent programs pertaining to
<br />their individual communities
<br />on their government channel.
<br />Are the city councils inter-
<br />ested in winning in the Niel-
<br />sen ratings game? No. Govern.
<br />ment sought a cable system
<br />for their communities for
<br />many reasons, however, a very
<br />important reason was to pro-
<br />
<br />
<br />vide another source of delivery
<br />information to the citizens. To
<br />insure the ability of all city
<br />agencies to communicate ef-
<br />fectively with the community,
<br />Group W Cable has provided
<br />these government access
<br />channels. These channels, as
<br />they develop, are intended to
<br />advance the awareness, under-
<br />standing and participation in
<br />self government among Quad
<br />Cities' residents.
<br />.One of the main objectives
<br />of the Quad Cities Cable Com-
<br />mission during the coming
<br />year will be to work with each
<br />of the four cities to develop
<br />these channels to their full
<br />potential. Our goal is to have

<br />committees use these chan-
<br />nels to cablecast government-
<br />related activities so that citi-
<br />zens will be able to learn about
<br />the existing laws that affect
<br />their lives n transportation,
<br />housing, employment, recrea-
<br />tion, community relations,
<br />safety and consumer related
<br />matters.
<br />Group W Cable has provided
<br />a character generator to each
<br />of the Quad Cities' city halls
<br />for alpha-numeric listings of
<br />special events, information
<br />and schedules of government
<br />meetings which are currently
<br />
<br />being used and already im-
<br />proving communications be-
<br />tween government and citi-
<br />zens.
<br />The Cable Commission and
<br />Group W hope to enjoy a good
<br />measure of success during the
<br />first year with these develop-
<br />ments. We are excited by the
<br />ability to immediately involve
<br />numerous government agen-
<br />cies, organizations and indi-
<br />viduals, all with diverse inter-
<br />ests and points of view, and
<br />fully intend to continue this
<br />activity to help us realize our
<br />goal of establishing a dynamic
<br />community' information sys-
<br />tem.

<br />The Hidden Costs
<br />Of Home Heating
<br />
<br />With the cold weather we will have this winter, a lot of people
<br />may need to..take another look-at their heating systems. Many
<br />people forget about the hidden cost of heating their home if
<br />they heat with oil, gas or wood.
<br />That hidden cost is the cost of operating the blower fan on the
<br />furnace or wood-burning stove. A rough rule of thumb is that for
<br />every gallon of oil burned, one KWH of electricity is used to
<br />drive the fan.
<br />One electric co-op has metered some heating systems and
<br />found some fan motors take between 200 and 300 KWH a month.
<br />At seven cents a KWH, this comes out to between $14 and $24 a
<br />month just for the fan motor.
<br />If you burn wood and your stove has a fan, it can use even
<br />more KWH than a furnace. It all depends on the size of the motor
<br />and the number of hours the fan runs. The chart accompanying
<br />this article is based on operating the fan motor 24 hours a day
<br />for 30 days. .
<br />So blower fans can have a significant impact on your electric
<br />bill. If you burn wood for only part of the day, reduce the figures
<br />in the chart by the percentage of use to come up with an
<br />estimate of your usage and costs.

<br />is that 4-H is for all boys and
<br />girls, 8-19 years of age, who
<br />live in cities, suburbs, or rural
<br />, areas.
<br />4-H members have over 150
<br />project areas to choose from,
<br />such as fishing, clowning,
<br />foods, pets, clothing and bi-
<br />cycling. If making new friends
<br />and learning new skills
<br />sounds exciting, then 4-H is
<br />for you!

<br />.,., shows,' caroling, club tours,
<br />roadside cleanups, paper
<br />drives and tree planting. Most
<br />everyone wants to exhibit at

<br />! camp, or maybe even go on to
<br />the state fair.
