~
l
I
'\,
r

. flag; 8 ~ rri.CilY New;ietl~r~ No;emb~riDec~mbe~ 1985

,
r
I ,
,,..-

\
'f
I
~
I

.How do host communities
cope with a landfill?
Under current legislation,
landfills are a necessary part
of the lives of everyone living
in the State of Minnesota.
Everyone living or working in
Minnesota generates waste
that must be currently dispos-
edof at sanitary landfills locat-
ed throughout the state. Solid
Waste Abatement Programs
already in effect and proposed
programs in the near future
will reduce the amount of
waste being landfilled but will
not eliminate the need for san-
itary landfills.
Seeing that everyone is re-
sponsible for generating
waste and that waste is cur-
rently funneled into solid
waste sanitary landfills in spe-
cific areas throughout the
state, we now have a problem
specific to communitie~ in
which these landfills are locat-
ed. Some of those problems
are:
1. Loss of property tax reve-
nue because a landfill site is
not assessed as high as a resi-
dential, commercial or indus-
trial development occupying
the same property area.
2. Adverse affects on mar-
ket values on properties in buf-
fer zones and adjacent private
property owners also reduce
the communities tax base as
well as affect the marketability
of those properties.
3. . Under current local im-
provement - laws,' a special
assessment for a public im.
provement may be levied
against a property only to the
extent the improvement bene-
fits the property assessed. At
a landfill of at least 80 acres, it
would be hard for a communi-

~ '

I -
I

t
~

{
~

r~

"- --,

ty to prove that the entire 80
acres., would benefit from a
water and sewer assessment
under current statutes.
.4. Extraordinary costs in-
curred by host communities in
the construction of municipal
wells. Rapid draw down wells
which usually are the most ef-
ficient wells utilized by munic-
ipalities are restricted to out-
side a two mile radius around
a landfill site. If rapid draw
down wells are used in a host
communities; the increased
cost of pipe and pumping
equipment would create an ex-
cessive water utility cost.
5. The health and welfare of
host community residents can
be adversely affected by land-
fills that create ground water
pollution, cause real or per-
sonal property damage, affect
natural resources and/or
create personal injuries. The
average citizen does not. have
the time or resources to legal-
ly undertake all that needs to
be formally accomplished in
order to be given reimburse-
ment.
All of ,these concerns of
host communities will require
th~ Minnesota State Legisla-
ture to act on existing laws or
enact new laws to help protect
the Host Community of a
Landfill and their residents. In
late November of this year, a
public hearing will be conduct-
ed by our state officials in the
City of Ran:)sey. If some of the
concerns expressed in this ar-
ticle are your concerns, please
plan on attending and partici-
pate in changing our laws to
better protect our community.
The exact date, time and place
will be published at. a later
date.

.......:-

T.r Of
C"[~IC4L
'~[O~L[ Ramsey

The Chemical People meet
the fourth Tuesday of each
month at 7 p.m. at Ramsey
School. One program we will
be working on this year is the
PAR Program (Parents are Re-
sponsible).
PAR is an alcohol and drug
awareness program developed
to help provide parents with
some basic information and
training which might be help-
ful in guiding their children
through their adolescent
years. Through PAR parents
participate in a series of two-
hour sessions which are facili.
tated by trained parent volun-
teers. Participants meet in
both large and small groups to
see films, hear panels, partici-
pate in learning activities, and

discuss issues of interest and
concern related to chemical
use.
The PAR Program provides a
format through which parents
are able to develop an under-
standing of drug use among
youth, a knowledge of com-
munity resources, and a better
awareness of their own~family
environment with respect to
communication styles, drug-
taking behavior and the gener-
al atmosphere of their family
relationships.
An event the Chemical Peo-
ple will explore is an alcohol
free party to be held near the
holidays. The meeting
will begin at 7 p.m. and will be
held at the Ramsey City Hall.
Councilman Cox, represent-
ing Precinct 1 and Councilman
Reimann, representing Pre-
cinct 2, have set the date of
Thursday, Dec. 5 for a joint
precinct meeting. The meeting
will begin at 7 p.m. and will be
held at the Ramsey City Hall.

All residents are encourag-
ed to attend. No format or for-
mal agenda will be drawn up
but rather an opportunity will
be made available for discus-
sions on topics of interest and
concern. No decisions will be
made at the meeting, but
rather time given to input that
may help your representative
in the decision making process
of council matters.

Twelve Oa'ys of Christmas

Ramsey Community School is sponsoring the "Twelve Days of Christmas", 12 days of classes
of arts and crafts and food for preschool through adults.
