<br />.How do host communities
<br />cope with a landfill?
<br />Under current legislation,
<br />landfills are a necessary part
<br />of the lives of everyone living
<br />in the State of Minnesota.
<br />Everyone living or working in
<br />Minnesota generates waste
<br />that must be currently dispos-
<br />edof at sanitary landfills locat-
<br />ed throughout the state. Solid
<br />Waste Abatement Programs
<br />already in effect and proposed
<br />programs in the near future
<br />will reduce the amount of
<br />waste being landfilled but will
<br />not eliminate the need for san-
<br />itary landfills.
<br />Seeing that everyone is re-
<br />sponsible for generating
<br />waste and that waste is cur-
<br />rently funneled into solid
<br />waste sanitary landfills in spe-
<br />cific areas throughout the
<br />state, we now have a problem
<br />specific to communitie~ in
<br />which these landfills are locat-
<br />ed. Some of those problems
<br />are:
<br />1. Loss of property tax reve-
<br />nue because a landfill site is
<br />not assessed as high as a resi-
<br />dential, commercial or indus-
<br />trial development occupying
<br />the same property area.
<br />2. Adverse affects on mar-
<br />ket values on properties in buf-
<br />fer zones and adjacent private
<br />property owners also reduce
<br />the communities tax base as
<br />well as affect the marketability
<br />of those properties.
<br />3. . Under current local im-
<br />provement - laws,' a special
<br />assessment for a public im.
<br />provement may be levied
<br />against a property only to the
<br />extent the improvement bene-
<br />fits the property assessed. At
<br />a landfill of at least 80 acres, it
<br />would be hard for a communi-
<br />

<br />ty to prove that the entire 80
<br />acres., would benefit from a
<br />water and sewer assessment
<br />under current statutes.
<br />.4. Extraordinary costs in-
<br />curred by host communities in
<br />the construction of municipal
<br />wells. Rapid draw down wells
<br />which usually are the most ef-
<br />ficient wells utilized by munic-
<br />ipalities are restricted to out-
<br />side a two mile radius around
<br />a landfill site. If rapid draw
<br />down wells are used in a host
<br />communities; the increased
<br />cost of pipe and pumping
<br />equipment would create an ex-
<br />cessive water utility cost.
<br />5. The health and welfare of
<br />host community residents can
<br />be adversely affected by land-
<br />fills that create ground water
<br />pollution, cause real or per-
<br />sonal property damage, affect
<br />natural resources and/or
<br />create personal injuries. The
<br />average citizen does not. have
<br />the time or resources to legal-
<br />ly undertake all that needs to
<br />be formally accomplished in
<br />order to be given reimburse-
<br />ment.
<br />All of ,these concerns of
<br />host communities will require
<br />th~ Minnesota State Legisla-
<br />ture to act on existing laws or
<br />enact new laws to help protect
<br />the Host Community of a
<br />Landfill and their residents. In
<br />late November of this year, a
<br />public hearing will be conduct-
<br />ed by our state officials in the
<br />City of Ran:)sey. If some of the
<br />concerns expressed in this ar-
<br />ticle are your concerns, please
<br />plan on attending and partici-
<br />pate in changing our laws to
<br />better protect our community.

<br />The Chemical People meet
<br />the fourth Tuesday of each
<br />month at 7 p.m. at Ramsey
<br />School. One program we will
<br />be working on this year is the
<br />PAR Program (Parents are Re-
<br />sponsible).
<br />PAR is an alcohol and drug
<br />awareness program developed
<br />to help provide parents with
<br />some basic information and
<br />training which might be help-
<br />ful in guiding their children
<br />through their adolescent
<br />years. Through PAR parents
<br />participate in a series of two-
<br />hour sessions which are facili.
<br />tated by trained parent volun-
<br />teers. Participants meet in
<br />both large and small groups to
<br />see films, hear panels, partici-
<br />pate in learning activities, and
<br />
<br />discuss issues of interest and
<br />concern related to chemical
<br />use.
<br />The PAR Program provides a
<br />format through which parents
<br />are able to develop an under-
<br />standing of drug use among
<br />youth, a knowledge of com-
<br />munity resources, and a better
<br />awareness of their own~family
<br />environment with respect to
<br />communication styles, drug-
<br />taking behavior and the gener-
<br />al atmosphere of their family
<br />relationships.
<br />An event the Chemical Peo-
<br />ple will explore is an alcohol
<br />free party to be held near the
<br />holidays. For more' informa-

<br />Precinct Meetings to be Held
<br />
<br />In accordance with the Ram-
<br />sey City Charter (Chapter 3,
<br />Section 3.02.01 Precinct Liai-
<br />son) it is the responsibility of
<br />the council persons assigned
<br />to represent Precincts 1,2 and
<br />3 to conduct two public meet-
<br />ings during the calendar year
<br />in each precinct.
<br />Councilperson Jean Schlue-
<br />ter, representing Precinct 3 for
<br />the year 1985 has set the date
<br />of Thursday, Dec. 12 for the se-
<br />
<br />cond of these two public meet-
<br />ings with those residents liv-
<br />ing in Precinct 3. The meeting
<br />will begin at 7 p.m. and will be
<br />held at the Ramsey City Hall.
<br />Councilman Cox, represent-
<br />ing Precinct 1 and Councilman
<br />Reimann, representing Pre-
<br />cinct 2, have set the date of
<br />Thursday, Dec. 5 for a joint
<br />precinct meeting. The meeting
<br />will begin at 7 p.m. and will be
<br />held at the Ramsey City Hall.
<br />
<br />All residents are encourag-
<br />ed to attend. No format or for-
<br />mal agenda will be drawn up
<br />but rather an opportunity will
<br />be made available for discus-
<br />sions on topics of interest and
<br />concern. No decisions will be
<br />made at the meeting, but
<br />rather time given to input that
<br />may help your representative
<br />in the decision making process
<br />of council matters.

<br />of arts and crafts and food for preschool through adults. Classes and events 'start December 2.
