<br />Councilmember Riley introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #25-166 <br /> <br />RESOLUTION APPROVING A DEVELOPMENT AGREEMENT FOR KWIK TRIP AT <br />8040 BUNKER LAKE BLVD NW <br /> <br />WHEREAS, The City of Ramsey received an application from Kwik Trip, Inc. (the <br />“Applicant”), requesting approval of a Preliminary and Final Plat on the property legally <br />described as follows: <br /> <br />A portion of Lot 2, Block 1, HY-10 Ramsey 2nd Addition, except the North 70 feet <br />thereof, subject to easement of record, Anoka County, Minnesota <br /> <br />(the “Subject Property”). <br /> <br />WHEREAS, the Applicant is platting two buildable commercial lots on the Subject <br />Property; and <br /> <br />WHEREAS, the Applicant appeared before the City Council for a public hearing for the <br />Easement Vacation and Final Plat on May 13, 2025, that said public hearing was property <br />advertised; and <br /> <br />WHEREAS, the City Council reviewed and approved the Easement Vacation and Final <br />Plat requests at their meeting on May 13, 2025; and <br /> <br />WHEREAS, the Applicant appeared before the Planning Commission for a public <br />hearing for the Conditional Use Permit for Motor Fuel Sales and a Car Wash on May 22, 2025, <br />that said public hearing was property advertised; and <br /> <br />WHEREAS, the Planning Commission reviewed the Conditional Use Permit request at <br />their regular meeting on May 22, 2025 and recommended approval; and <br />WHEREAS, the City Council reviewed and approved the Conditional Use Permit <br />request at their meeting on May 27, 2025; and <br />WHEREAS, a Development Agreement is required to provide financial guaranty of site <br />improvements for proposed developments; and <br /> <br />WHEREAS, the proposed Development Agreement conforms to City Code requirements; <br />and <br /> <br />WHEREAS, the City Council reviewed the request at their meeting on July 22, 2025. <br /> <br /> <br /> <br /> <br />
