PLANNING AND ZONING COMMISSION
PUBLIC HEARING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning and Zoning Commission conducted a public hearing on
Thursday, July 7, 1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd.
N.W., Ramsey, Minnesota regarding request for conditional use permit to
operate a private dog kennel; case of Lawrence and Michele Zangla.

Members Present:

Mr. Gerald Zimmerman, Chairman
Mr. Roy Shumway
Mr. Jim Howell
Mr. Terry Hendriksen
Mr. Michael Terry
Mr. Charles LaDue

Also Present:

Community Development Director Anne Norris

Members Absent: Mr. Jim Holm

CALL TO ORDER

Chairman Zimmerman called the public hearing to order at 8:35 p.m.

CITIZEN INPUT

Lawrence and Michele Zangla were present.

Kris Fluegel - 6640 155th Avenue - Stated that she lives directly south of
the Zangla's and she has no problem with their request for a private kennel
license. Ms. Fluegel added that the Zangla dogs are well taken care of and
do not cause a problem in the neighborhood; they are generally kept within
the home.

Ms. Norris noted receipt of letters from Arlan and Susan Hagen and Robert
Koch opposing the Zangla's request for a private kennel license.

Chairman Zimmerman read the letters out loud.

Lawrence Zangla - Stated that he thinks there is a misunderstanding of the
term 'kennel license'; it appears that some of the neighbors think that he
and his wife will be boarding dogs.

Michele Zangla - Stated that she has had the same number of dogs for two
years and did not know a kennel license is required in order to have 3 or
more dogs.

ADJOURNMENT

Motion by Commissioner Shumway and seconded by Commissioner Howell to
adjourn the public hearing.

Planning & Zoning Commission Public Hearing/July 7, 1988
