Case #3: <br /> <br />Request for Final Plat Approval of The Village of Sunfish Lake: Case of <br />LTR Land Development, LLC <br /> <br />Councilmember Kurak noted that she would be abstaining from the discussion. <br /> <br />Principal Planner Trudgeon stated that LTR Land Development, LLC has applied for final plat <br />approval for the development to be lmown as Village of Sunfish Lake. The preliminary plat was <br />approved on February 25, 2003 and showed 115 lots being created on the parcel (91 single- <br />family homes and 36 cottage units). The final plat shows the first phase of the development <br />containing 27 single-family lots and 14 cottages. As part of the final plat, the developer is <br />dedicating all of the street right-of-ways and drainage and utility easements. The Village of <br />Sunfish Lake is proposed to be a Planned Unit Development (PUD). The second reading of the <br />PUD ordinance will be under consideration on April 22, 2003 also. The street widths shown on <br />the submitted final plat is consistent with the approved preliminary plat. The final plat also <br />shows the connection of Tungsten Way and 146th Ave. as directed by the City Council. <br /> <br />City Engineer Jankowski explained that staff did receive final plans for the project and staff did <br />submit a review letter on the final plan to the developer requiring a number of changes. A new <br />plat was submitted to staff. Staff did review the revised plan and most of the changes have been <br />made. The remaining changes are all very minor. The plat does require a permit from the <br />WMO, which they did approve with contingencies including an acknowledgment with the <br />wetland situation. The wetland on the eastern boundary of the plat was an issue for drainage and <br />the developer has now placed an outlet to the wetland so that the water does not impact the <br />adjoining properties. They also reduced the drainage area that went into the wetland. The other <br />concern with WMO was making sure that wetland sequencing is met because there are a couple <br />of wetlands that will be filled and moved as a result of the development. <br /> <br />Principal Planner Trudgeon noted that all of the roads would be roughed in initially as part of the <br />development process. <br /> <br />Councilmember Cook stated that at preliminary plat it was noted that there was an existing <br />overflow that would provide an outlet but it was not constructed to the necessary height. <br /> <br />City Engineer Jankowski explained that the situation has been corrected with a second outlet at a <br />much lower level than the existing outlet. <br /> <br />Councilmember Strommen inquired if the concern on the Dvorak property had been addressed. <br /> <br />City Engineer Jankowski replied yes, explaining that the area has been designed so that the water <br />will rise no higher than the existing drainage and utility easement that exists on the Dvorak's <br />property. <br /> <br />Mayor Gamec noted that those are issues that will be addressed as part of the site plan approval. <br /> <br />Councilmember Zimmerman inquired if the wetland replacement will be done on site. <br /> <br />City Council/April 22, 2003 <br /> Page 7 of 21 <br /> <br /> <br />
