Abstained: Councilmember Kurak. <br /> <br />Case #4: <br /> <br />Request for Final Site Plan Approval for The Village of Sunfish Lake <br />Development; Case of LTR Land Development, LLC <br /> <br />Councilme~nber Kurak abstained from the discussion. <br /> <br />a) <br /> <br />Principal Planner Trudgeon stated that LTR Land Development, LLC has applied <br />for final site plan approval for the Village of Sunfish Lake Development on <br />Sunwood Drive between Potassium St. and 145th Lane. City Council gave <br />preliminary site plan approval of the development at their February 25, 2003 <br />meeting. The applicant is proposing to develop 79 single-family lots and 36 <br />association-maintained cottages for a total of 115 housing units. The City Council <br />has previously approved a preliminary site plan for the development on February <br />25, 2003. The final site plan correctly shows street connections at 146th Ave. and <br />Tungsten Way. The final site plan shows the width of the streets as approved by <br />the Ramsey City Council on February 25, 2003. <br /> <br />The site plan shows setbacks in accordance with what was permitted in the February 25, 2003 <br />approval. At that same meeting, the City Council approved no more than 3 cottage units to have <br />a length less of 25 feet. In reviewing the final site plan, staff has been unable to determine if this <br />condition is being met. It appears that more than three units, particularly the eastern cottages <br />have a driveway less than 25 feet. Staff has requested that the applicant provide the City an <br />exhibit showing the driveway lengths for all of the cottages. The developer has indicted to staff <br />that they will abide with the three-unit requirement. The applicant has submitted a final <br />landscaping plan. As mentioned in the City Staff Review Letter, the applicant used the City's <br />newer preferred planting list. Most of the tree plantings are on the City's preferred planting list <br />with the others on the acceptable list. The City Staff Review Letter notes several corrections that <br />need be made. The Review Letter also notes a majority of the landscaping quantity requirements <br />are being met. In instances where they are not being met, the applicant is proposing alternative <br />plantings, which City Staff finds acceptable. It should be noted that the total amount of new tree <br />plantings exceed the minimum tree planting schedule under the ordinance. The applicant is <br />using existing trees and new plantings to satisfy density transitioning requirements. Staff has <br />identified the potential of relocating some of the existing trees on the site to supplement the <br />transition area and will be working with the applicant to identify opportunities. <br /> <br />City Council/April 22, 2003 <br /> Page 9 of 21 <br /> <br /> <br />
