conditional use permit from the City~ Waste Management is wrapping it into <br />one package and giving it an end use to resolve issues. <br /> <br />Mr. Otto inquired whether Planning and Zoning felt uncomfortable with <br />taking any final action without having the environmental review process <br />complete and knowing whether the work plan is accepted by MPCA since there <br />may be mitigative features resulting from those reviews. <br /> <br />Mr. Otter replied that it is not feasible to build in those features to <br />accomplish that.
