PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a continuation of the <br />September 8, 1988 public hearing on Wednesday, September 14, 1988, at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota <br />regarding Waste Management of Minnesota, Inc.'s request for a conditional <br />use permit to: 1) use land currently zoned I-1 Industrial for vertial <br />expansion of the existing landfill; 2) construct and operate a ski hill <br />and sledding recreational facility on property currently zoned R-1R <br />Residential and I-1 Industrial; 3) rough grade a roadway through a DNR <br />designated wetland; and 4) excavate, grade and transport soil materials for <br />landfill cover material. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Terry Hendriksen <br />Mr. Charles LaDue <br />Mr. Jim Holm <br />Mr. Michael Terry <br /> <br />Also Present: <br /> <br />Mr. Merland Otto <br /> <br />Members Absent: <br /> <br />Mr. Roy Shumway <br />Mr. Jim Howell <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing back to order at 7:50 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Jerry Sivick - Foth and Van Dyke - Presented aerial photos of the <br />subject area and property owned by Waste Management of Minnesota, Inc. Mr. <br />Sivick stated that the project consists of three elements: 1) vertical <br />expansion which includes adjustments to the slopes and not the footprint of <br />the landfill; 2) borrow plan for the area north of the landfill for <br />landfilling purposes; 3) recreational development consisting of a ski/sled <br />run, warming house, parking area and rough grading a roadway (a roadway <br />which would pass through an existing wetland but has the ability to be <br />realigned) . <br /> <br />Mr. Don Otter - General Manager for Waste Management, Inc. - Noted that <br />DNR would be involved in the plans for the roadway. Mr. Otter explained <br />that the City is looking to develop east/west corridors and requested <br />provisions for a roadway through the subject area in order to extend it's <br />planned-for east/west corridors. <br /> <br />Jerry Sivick - Stated that the north slope of the landfill would be <br /> Planning & Zoning Commission Public Hearing/September 14, 1988 <br /> <br />Page 1 of 7 <br /> <br /> <br />
