landfill space and that a new landfill will be on board to serve those <br />needs. Some of those needs are being served by a landfill to the north but <br />that landfill is not on a superfund list and they are about to be served a <br />consent order. This proposed vertical expansion project has designed <br />environmental improvements and defined impacts and remedies. The <br />environmental improvements will cost about 14 million dollars. <br /> <br />John Heinen - 6370 143rd Lane - Stated that as a citizen of Ramsey for 14 <br />years, he would be very unhappy if the landfill were not allowed to be <br />completed as Waste Management proposes. In it's current state, Ramsey has <br />nothing. Mr. Heinen stated that he has met with Mr. Otter and Miller and <br />he believes the citizens can benefit from what Waste Management is <br />proposing. Mr. Heinen stated that Waste Management's proposal might cause <br />his property value to rise back up to where it belongs. He is glad Waste <br />Management is operating the facility in Ramsey because they are spending <br />two million to clean up the water and 14 million to complete the project. <br />The project will help address metro landf il ling needs for the next 4-5 <br />years and result in a beautiful recreational place in Ramsey. Mr. Heinen <br />noted that without a recreational development at the site, Metro Council <br />would have no reason not to choose Site P. Mr. Heinen stated that he <br />really believes the site cannot be closed as is and he is happy Waste <br />Management is in control; everybody in Ramsey will benefit from the proper <br />completion of the site. <br /> <br />Thomas Williams - 5180 157th Lane -- Noted that proper capping of the <br />facility is required with or without the vertical expansion. <br /> <br />Mr. Otter stated that even though the State mandates capping, Waste <br />Management is proposing to include a recreational facility and a roadway in <br />the package. <br /> <br />Mr. Williams - Stated that it is his understanding that numerous barrels of <br />hazardous waste were buried on the site prior to Waste Management's <br />acquisition of the site. People are concerned that the hazardous waste <br />will be allowed to remain their rather than be relocated. People are also <br />concerned with the migration of polluted water; Waste Management should <br />provide for the testing of private wells in Hunter's Hill. <br /> <br />Mr. Otter stated that Waste Management and PCA are testing private wells in <br />duplicate. <br /> <br />Mr. Williams - Stated that nobody, except City Coucil, can force Site P on <br />Ramsey; if the City takes a stand against Site P, it will not happen. <br /> <br />Mr. Otter - Noted that the landfill siting process pre-empted local <br />approval of the project. <br /> <br />Mr. Williams - Stated that taking into consideration EPA work in the area <br />of siting landfills, Site P would be an acceptable site in the future. <br /> <br />Harold Zupon - 6285 143rd Lane - Stated that the refuse will settle and <br />inquired as to what will keep the membrane cap from buckling and roots from <br />puncturing the membrane. <br /> Planning & Zoning Commission Public Hearing/September 14, 1988 <br /> <br />Page 3 of 7 <br /> <br /> <br />
