City Administrator Norman explained that the building permits revenues have increased <br />somewhat over past years, but they anticipate them to be as budgeted for 2003. Staff is going to <br />be implementing a better monitoring system to assist with better forecasting. Mr. Norman stated <br />that he was looking for direction on if staff should initiate the franchise fee process. <br /> <br />Councilmember Kurak noted that they need to address the upcoming convention and how it <br />relates to the proposed budget cuts for travel reimbursement. <br /> <br />City Administrator Norman suggested that they do not cut the Council's travel reimbursement <br />fund. <br /> <br />Councilmember Kurak stated that she felt that Councilmembers could pay their own over night <br />stay, but she felt that the City should pay for the convention fee. <br /> <br />Assistant City Administrator Nelson noted that the $1,500 is for travel reimbursement. <br /> <br />Mayor Gamec felt that the funds could be left in the budget. <br /> <br />City Administrator Norman agreed. <br /> <br />Councilmember Cook felt that staff should move forward with initiating the franchise fee <br />process, but if the levy limits allow the City to levy the cuts, then the City can hold off on the <br />franchise fee. <br /> <br />Mayor Gamec felt that staff could begin looking into franchise fees. <br /> <br />Councilmember Elvig stated that they could begin looking into franchise fees, but making a <br />strong statement that they are doing it as a protective measure, not an aggressive measure. <br /> <br />City Administrator Norman noted that the issue of additional staff will be brought forward to a <br />future Personnel Committee meeting. <br /> <br />Councilmember Kurak inquired if there was a way that a developer can cover the costs of the <br />new positions since they do need to pay for staff time. <br /> <br />City Administrator Norman replied that that is a consideration that had not yet been incorporated. <br /> <br />Councilmember Elvig inquired if there would be accurate revenues from the developer to cover <br />the additional staff. <br /> <br />City Administrator Norman replied that he did not have that information available. <br /> <br />Director of Public Works/Fire Chief Kapler requested direction on the hiring of seasonal <br />employees. <br /> <br />City Council Work Session/April 29, 2003 <br /> Page 10 of 15 <br /> <br /> <br />
