Councilmember Elvig inquired if staff was compiling a list of expenses being incurred because <br />of the Town Center development and identifying the infrastructure being impacted. <br /> <br />City Administrator Norman replied that staff had not put a list together, but felt that that was a <br />good recommendation. <br /> <br />Director of Public Works/Fire Chief Kapler noted that another issue is the impact on Police and <br />Fire. <br /> <br />Mayor Gamec stated that he thought that the Park Commission should look at the use of park <br />dedication funds. Currently there is a 50/50 split, but there is a real need for the development of <br />Elmcrest Park. <br /> <br />Councilmember Cook suggested that if the City starts taking developer funds out of the areas <br />they are developing in, they are probably going to open themselves up to a lawsuit. <br /> <br />Mayor Gamec replied that the entire community will use Elmcrest Park and there are many <br />neighborhood parks that are not being used. <br /> <br />Councilmember Strommen stated that parks are used for different reasons and obviously the <br />larger parks are used more heavily because they have the facilities. <br /> <br />City Administrator Norman noted that developing a park and getting the park open is not the only <br />issue, maintenance costs of a park are a large ongoing issue. <br /> <br />Councilmember Elvig inquired if $7.5 million for the construction of City Hall was an accurate <br />figure and if the land of the existing facility was included. <br /> <br />City Administrator Norman replied that $7.5 million was probably not accurate, but the Council <br />reviews those numbers yearly and once the consultant reviewing the needs of City Hall and the <br />Police Department is completed; those new figures will be added to the CIP. <br /> <br />Councihnember Kurak noted that there are options of selling the current City Hall property or <br />trading it. <br /> <br />Finance Officer Lund presented a handout explaining the different funds and what those funds <br />can be used for. <br /> <br />2) 2003/2003 State Budget Deficit Implications <br /> <br />City Administrator Norman stated that with the budget crisis that now confronts the State, further <br />review by the Legislature and possible changes to the Municipal Finance System appear likely. <br />This could ultimately translate into further reductions in State Aid to cities. Staff has been <br />working on a response to both the 2003 loss in Local Government Aid (LGA) and has begun <br />preparing for the eventual impact of the 2004 loss in LGA.
