Councilmember Kurak inquired if there has been any consideration to incorporating the Happy <br />Days event with the 4th of July festival held at Diamonds. <br /> <br />Mayor Gamec replied that he would advise against that because Happy Days has become a <br />community event put together by the community. <br /> <br />Councilmember Elvig inquired as to what the $7,500 budgeted for Happy Days is for. <br /> <br />Assistant City Administrator Nelson explained that last year the parade was sponsored, which <br />staff expects to be the same this year. Some of the other costs include the band, Police, Public <br />Works staff preparing the site for the event and clean up a~2erwards. <br /> <br />Councilmember Elvig inquired if there are other things that don't get done because staff is <br />working on the event. <br /> <br />Assistant City Administrator Nelson replied absolutely. She explained that there are a lot of <br />internal costs that are difficult to track. Last year hard costs were a wash with the contribution of <br />$7,500. <br /> <br />Finance Officer Lund reviewed the proposed budget cuts. <br /> <br />Director of Public Works/Fire Chief Kapler explained that the Fire Department is proposing to <br />stay at the 37 members rather than going up to 40 as proposed in the 2003 budget to help cut <br />costs. In the Public Works Department they are proposing to gear towards maintaining and <br />minimizing improvements, therefore, using 1/3 less seasonal staff. What that means is that there <br />may be longer grass along the roadways and the park and fields may not be mowed as frequently. <br />That being said he emphasized that they will not sacrifice the safety of the children playing on <br />the fields. <br /> <br />Councilmember Elvig expressed concern that some games may be cancelled if the grass is too <br />long. <br /> <br />Director of Public Works/Fire Chief Kapler replied that they do not want to have games canceled <br />and he does not think that will be an issue. What they would be looking at is instead of fields <br />being mowed every three days they may be mowed every four days. <br /> <br />Councilmember Elvig inquired if there are areas that do not need to be maintained at all because <br />they are no longer used. <br /> <br />Director of Public Works/Fire Chief Kapler replied that those are issues they will be looking at. <br />He explained that instead of 15 additional seasonal employees, they have currently offered 8 <br />people seasonal positions and staff would like two additional workers if Council is in agreement. <br /> <br />City Council Work Session/April 29, 2003 <br /> Page 7 of 15 <br /> <br /> <br />
