Mr. Walther stated that the rules are the same throughout the City - so maybe we need to change <br />the Code. <br /> <br />Councihnember Anderson stated there is inconsistency. <br /> <br />Discussion: Tools we can consider - abatement process, whether or not a uniform would make a <br />difference with regard to enforcement, what do other communities do, and looking at each issue <br />- taking different things into consideration. <br /> <br />Councihnember Hendriksen likes the idea of mediation - Councilmember Zimmerman felt that <br />some people just want to sic the City onto their neighbors. Councilmember Hendriksen <br />suggested writing an ordinance that says the City will not be the prosecutor for a neighborhood <br />vendetta. <br /> <br />City Administrator Norman stated he understands what Council is saying but how do we define <br />it? <br /> <br />Mayor Gamec suggested a tagging process. <br /> <br />Mr. Walther - I need a policy list of priority problems - leave it to me and my discretion of how <br />bad it is or not; treat home occupations with a degree of sensitivity; interpretation of City Code - <br />get it in writing ifI get "flack" from my interpretation. <br /> <br />Mayor Gamec inquired if there was any objection about looking into more about tagging. <br /> <br />Councilmember Hendriksen stated he would like to see a requirement that there be a face to fact <br />mediation. That puts the burden of mediation on the complainer - and if no one will go to <br />mediation - then drop that issue. <br /> <br />Mr. Walther felt that some people fear for their safety if it's found out who complained. If the <br />Code says we will not allow violations to happen, why are we allowing it to happen? How do I <br />prosecute violations - I do not feel mediation should be used in place of the law. Maybe the law <br />should be removed. We should keep this "black and white" - no gray area. <br /> <br />Councilmember Zimmerman stated you will not get 100% to comply. <br /> <br />Mr. Walther stated that when he gets them to comply and people still keep calling - he has done <br />his job and he tells them to bring it to mediation or to the City Council. <br /> <br />Council indicated they would like further discussion on this at a later date. <br /> <br />#2: Comprehensive Plan - "The Mother of All Plans" <br /> <br />Councilmember Zimmerman stated he has two questions - and one is on the low income housing <br />- will we use Met Council's numbers? He felt we should. <br /> <br />Councilmember Anderson stated she thought we were. <br /> <br />Mayor Gamec stated Anoka County income average is lower and he thought we said we wanted <br />to use what would most benefit Ramsey. <br /> City Council Work Session/June 10, 1999 <br /> Page 2 of 3 <br /> <br /> <br />
