Cancelled calls are
billed differently, If the call is
under Anoka jurisdiction and
the alarm is cancelled before
the fi re trucks leave the sta-
tion, there is no charge from
the Anoka Fire Department. If
the trucks are cancelled while
enroute to the fire, the call is
billed based upon the payroll
of the firemen that answered
the alarm. Once the trucks ar-
rive on your property, the
nominal billing of $150 for the
1 st hour, or fraction of, plus
$60 per each additional 1/2
hour is charged.
The Elk River Fire Depart-
ment provides fire and ambu-
lance service to the NW cor-
ner of Ramsey (approx. 18%
of the City). The City of
Ramsey contracts with the Ci-
ty of Elk River on a yearly ba-
sis to cover purchase, main-
tenance and depreciation of
station and equipment. The
City of Elk River bills the City
of Ramsey for fire calls made
in this area on an hourly rate for

men and equipment used to
respond to a fire. Ramsey, in
turn, passes this bill on to the
property owner. With regards
to ambulance service, Elk
River Fire Department will bill
the person or persons using
the service directly. If a fire
call is cancelled before the
department arrives, a nominal
fee will be charged for just the
men responding to the alarm.
You may be asking why
Ramsey doesn't have a fire
department. Because of the
equipment cost factor and the
amount of volunteer manpow-
er available at certain times of
the day, Ramsey is prohibited
from pursuing it's own fire
department. The City is cur-
rently participating in a Tri-
City Fire Study with Anoka
and Champlin regarding a
joint fire department. The dif-
ference between the current
contract arrangement and the
joint fire department would be
that the three cities (Anoka,
Champlin and Ramsey) would
be sharing the cost of equip-
ment and personnel and even-
tually, at such time as per-
sonnel can be trained in

Ramsey, a fire station, fire,
trucks, equipment and per-
sonnel will be placed in the
Ramsey location. Champlin
recently made the decision to
enter into a joint fire depart-
ment with Anoka, and Ramsey
is in the process of consider-
ing the same course of action.
Councilman Gary Reimann
serves on the Tri-City Fire
Committee and has been the
City's leading force in the
development of fire protec-
tion for the City. Councilman
Reimann stated that Ramsey
residents should take a little
more initiative in safeguard-
ing and protecting their prop-
erty and suggested ways in
which to do so: 1) Use smoke
detectors. 2) Keep two oper-
able fire extinguishers within
the home. 3) House numbers
should be at least 4" in size
and easily visible from the
roadway. 4) Provide for a fami-
ly emergency exit/meeting
place plan. 5) During summer
months keep a sufficient
amount of hoses with nozzles

of Fire

In Case

We're sure this goes with-
out saying, but first and most
importantly, get all persons to
a safe area. Your next step is
to get to a phone and call the
911 emergency hotline. This
911 number now serves Sher-
, burne County also and those
Ramsey residents under Elk
River jurisdiction should not
hesitate to use this emergen-
cy hotline. All of Ramsey's ad-
dresses are fed into a com-
puter and when an emergency
call comes in, 911 control will
call out the appropriate fire
department, either Anoka or
Elk River. The average re-
sponse time to a fire emer-
gency in Ramsey has been 10
minutes;. these first 10
minutes are the most impor-
tant, as fires are usually burn-
ing out of control after 10
minutes.
Now the fire has been ex-
tinguished and you receive a
bill in the mail for a fire call.
You may wonder why you

were billed and why'the City
does not provide fire protec-
tion. Ramsey is on a contract
basis with Anoka and Elk
River Fire Departments; this
contract is for the privilege of
having those departments at
Ramsey's disposal. The con-
tract does not include the
cost of equipment and per-
sonnel required at an emer-
gency. Aamsey has chosen
not to pick up the cost
of fire calls in an attempt to
keep property taxes down.
This charge for fire calls may
be covered on your homeown-
er's insurance policy and this
can be determined by check-
ing with your agent; if charges
for fire calls are not a part of
your coverage, it should be
available as a rider to your
present policy. Keep in mind
that the property owner is re-
sponsible for the fire call bill
even if it was a concerned
neighbor placing the emer-
gency call and not the prop-

I
t
I
I If

I
I.

r~

I'

~,

.",
I.
<<
I

Cont. to page 15

j
i

"
