<br />Initiation of a Newsletter
<br />
<br />The Ramsey City Council
<br />has entered into a contract
<br />with Bergeron and
<br />Associates, Incorporated, 12
<br />Bridge Square, Anoka, Min-
<br />nesota 55303, for the produc-
<br />tion and distribution of a bi-
<br />monthly, newsletter called the
<br />"Ramsey Resident." The
<br />,newsletter will be self-
<br />supporting by the sale of
<br />'advertising space which will
<br />generate revenue to cover the
<br />costs of- production and
<br />distribution.
<br />The purpose of this
<br />newsletter will be to provide
<br />concise, timely, accurate, and
<br />factual info'rmation from and
<br />about the activities of the Ci-
<br />ty, Anoka-Hennepin School
<br />District No. 11, Elk River In-
<br />dependent School District
<br />No. 728, Anoka Ramsey Com-
<br />
<br />munity College, Anoka Area
<br />Chamber of Commerce, Mer-
<br />cy Medical Center and pther
<br />non-profit organizations
<br />within the city.
<br />Itis not the purpose of this
<br />newsletter to provide com-
<br />mentary on the day-to-day
<br />business of the CitY or the
<br />other participating agencies,
<br />but rather to reach individuals
<br />of the City with information
<br />on activities and upcoming
<br />events. It is the role of the
<br />regular news media to provide
<br />informaiion regarding daily
<br />

<br />
<br />Again this winter, as in
<br />most, we will experience the
<br />problem of our snow plows
<br />running into things in the
<br />Right of Way that don't
<br />belong there. These consist
<br />of fences, railroad ties, rocks
<br />and numerous other items
<br />many of you place on property
<br />that really belongs to the
<br />public as a part of the street.
<br />For those of you who don't
<br />know, the public Right of Way
<br />does not stop at the edge of
<br />the roadway but is, in most in-
<br />stances, 33 feet from the
<br />center of the street. What this
<br />then means is the first twenty
<br />(20) feet or so from the edge
<br />
<br />of the road does not in fact
<br />belong to the homeowner,
<br />even though it is yours to
<br />maintain. Further, the place:
<br />ment of any obstructions in
<br />this area, whether it be fences
<br />or whatever, is not only in
<br />violation of City policy but
<br />cOuld su bject you as the
<br />homeowner to a personal
<br />liabili.ty. .
<br />In view of all this we would
<br />ask that you refrain from plac-
<br />ing obstructions in the Right
<br />of Way and further ask that
<br />those of you that have items
<br />in the Right of Way, please
<br />have them removed.
<br />
<br />City of Ramsey
<br />snowplowing procedure
<br />
<br />It is the policy of the City of
<br />Ramsey to plow all City
<br />streets when the snow depth
<br />is two inches or more. Normal
<br />starting time is,2:00 a.m. or
<br />sooner'if weather permits. It
<br />takes from six to ten hours to
<br />open all streets depending
<br />upon the, snowfall amount,
<br />wind conditions and ob-
<br />stacles in the way such 'as
<br />cars and garbage cans.
<br />The City is divided into five
<br />routes. Each route is assign-
<br />
<br />ed at least. one major tho-
<br />roughfare which is opened
<br />almost immediately.
<br />The snowplow crew con-
<br />sists of four full-time
<br />employees and six part-time
<br />employees with seven pieces
<br />of equipment. These consist
<br />of three large trucks with
<br />plow, wing and sander, two
<br />graders with wings, one
<br />loader and one small four-
<br />wheel drive truck with plow
<br />for plowing intersections and
<br />cul-de-sacs.
<br />

<br />as a coordinated community
<br />calendar of events for those
<br />activities in which individuals
<br />in the City may wish to par-
<br />ticipate.

<br />Commission all have a
<br />'Citizen Input' time set aside
<br />at the beginning of each
<br />meeting. 'Citizen Input' per-
<br />mits citizens to address
<br />Councilor Commissions
<br />without first having to get on
<br />the agenda.

<br />

<br />With hunting season upon
<br />us, we feel there is a need to
<br />inform the citizens of Ramsey
<br />of the gun ordinance (City Or-
<br />dinance No. 110.02).
<br />First of all, hunting is per-
<br />mitted in accordance with the
<br />laws of the State of Min-
<br />nesota. However, shotguns
<br />with no larger than size 4 shot
<br />are the' only type of firearm
<br />permitted to be discharged in
<br />certai n areas of the City.
<br />You must not be within
<br />1500 feet of any residence or
<br />structure. The City is increas-
<br />ing in population every year
<br />and open space is getting in-
<br />creasingly harder to find.
<br />You must also have written
<br />permission from the owner of
<br />the land on which you intend
<br />to hunt.
<br />A permit system for deer
<br />hunting with a bow has been
<br />established in the City. Per-
<br />
<br />mits can be obtained at the
<br />Police Department and ap-
<br />plications must include a
<br />signed statement from the
<br />landowner stating that the
<br />applicant has permission to
<br />hunt on that land. Hunting
<br />with bow is not allowed within
<br />300 yards of any residential
<br />structure, commercial struc-
<br />'ture, park or playground and
<br />not within 150 yards of any
<br />trunk highway.
<br />Please, please do adhere to
<br />these rules. They are made for
<br />all of us and are for
<br />everyone's protection. The
<br />most horrifying feeling is to
<br />receive a call. from a resident
<br />s'tating that someone is
<br />shooting in the lot next to
<br />theirs and has just shot a
<br />small child playing in the
<br />same area. The innocent are
<br />, the, ones who always get hurt.
