<br />After months of review and
<br />planning, the City Council
<br />granted final approval to a
<br />totally planned residential
<br />neighborhood complete with
<br />all underground utilities,
<br />sewer, water, electric, natural
<br />gas and telephone.
<br />The neighborhood encom-
<br />passes approximately' 72
<br />acres adjacent to - the Rum
<br />River along Hwy. 47 and will
<br />be called "River's Bend."
<br />Because of it's riverside loca'
<br />tion, the neighborhood is
<br />
<br />,.

<br />planned to follow a, rustic
<br />nautical theme throughout.
<br />The.... project is being
<br />developed by Lyle McLaugh-
<br />lin, a life time resident of .the
<br />area, and Rick Foster, who
<br />has served as engineer on
<br />several other Ramsey sub-
<br />divisions.
<br />A total of 150 homes wi II be
<br />,constructed and selling
<br />prices will range from a
<br />minimum of $90,000 for the
<br />off-river, non-wooded lots to a
<br />minimum of $150,000 for the
<br />
<br />lots along the river.
<br />The devel9pers' concept is
<br />to develop a neighborhood
<br />which will comply with all
<br />state and local Wild and
<br />Sce'nic River laws. The laws
<br />protect riv~rs and land area
<br />abounding them.
<br />Progress on River's Bend
<br />has been very rapid. Sewer
<br />and water lines are sCQeduled
<br />for completion by December
<br />15, 1984, and total project.
<br />completion by the grand_
<br />openingdate of May 11, 1985.

<br />The Airport Commission, at
<br />their meeting of September
<br />19,1984:
<br />1. Discussed the purpose of
<br />an Airport Master Plan study
<br />with certain citizens: A year
<br />ago, the Airport Commission
<br />was formed, by Council, to
<br />look at ttie feasibility of mak-
<br />ing Gateway North a publicly
<br />owned, rather than privately
<br />owned,' facility. After several
<br />meetings, and many unan-
<br />swered questions, the Com-
<br />mission received Council's
<br />approval to proceed With an
<br />Airport Master Plan Study, in
<br />which the State participates
<br />in 80% of the cost. The-City's
<br />Engineering Office subcon-
<br />tracted the study to Ral ph
<br />Burke Associates and the
<br />contract reads that they are to
<br />develop an airport layout plan
<br />that will determine the need
<br />for such a facility; whether or
<br />. not an airport, that would
<br />meet State and Federal-
<br />criteria, is feasible at the cur-
<br />rent site; and whether or not
<br />the ~osts associated with this
<br />type of development is war-
<br />
<br />ranted. When the study is
<br />completed, the Airport Com-
<br />mission will make a recom-
<br />mendation to Council to
<br />either cease or proceed to
<br />develop a municipally owned
<br />airport. Council will then
<br />make the final decision.
<br />The Airport Commission, at
