<br />CASE # l. <br /> <br />TITTERUD PARK PLA YGORUND REPLACEMENT <br />By: Mark Riverblood, Parks Supervisor <br /> <br />Background: <br /> <br />As the Finance Committee may recall, the City continues to replace older play equipment <br />at a rate of about one park per year - with new structures that meet Consumer Product <br />Safety Commission guidelines, as well as the Americans with Disabilities Act (ADA). <br /> <br />For 2006, this is Titterud Park; with the Capital Improvement Program showing a <br />$55,000 allocation for replacement of the 20-year old play equipment. The funding is <br />recommended to come from depreciated earnings at $48,000, with the balance of $7,000 <br />from the Park Trust Fund. Titterud Park's play equipment replacement will be the <br />second to last required - with only Ford Brook Park remaining; thus bring all our <br />playgrounds into safety and ADA compliance. <br /> <br />Observations: <br /> <br />The purpose of this case is to approve this 2006 Park's Capital Improvement, and to <br />declare the old play equipment surplus property so that it may be sold or scraped. <br />Earlier this year the Park and Recreation approved a Request for Proposal (RFP) for this <br />project, and this fall, four prominent area playground vendors were sent the Titterud <br />Playground RFP, with two proposals received. <br /> <br />On Thursday, November 9th, 2006 the Park and Recreation Commission reviewed the <br />proposals submitted, and unanimously recommended that St. Croix Recreation be <br />awarded the project. This work would be completed before May 18th, 2007. Other <br />aspects ofthis project include the planting of96 Anna Belle Hydrangeas to form a <br />flowering hedge along Ramsey Boulevard (which was completed by volunteers this <br />summer).
