_.

OPEN LETTERS

THANK YOU

I would like to say thank you to all those
who so warmly gave donations to a little girl
by the name of Rachel Escalambre. Everyone
was so kind and concerned. I was given per-
mission to set up containers in a few of the
local businesses. I want to give a special
thank you to Bobls Super Value, Northern
State Bank of Ramsey, Anoka West Pet Hospital,
Berg Oil, Oulmans IGA, and MErvis Barber Shop
in Anoka. I must give a special thanks to
Paul and Shelly Morgan, of Ramsey, they raised
almost $300.00 with the help of friends and
Paul's place of business (MidWest Printing).
I must say thank you to Ede Cornelius, of
Ramsey, a lady who opened her arms and heart
with the help of her friends and place of
business (Honeywell), raised over $400.00 for
Rachel. There are so many who helped, including
your children and their friends. I wish I
could mention all of you.
We are so thankful to everyone who helped
this little girl. Because of your help, Rachel
will be able to receive her Bone Marrow trans-
plant. Many, many thanks to my neighbors and
all their friends. We could not have done it
without you.
Rachel and her family arrived Friday,
Feb. 25th at 6pm.. My family, the media and I
met them, it was a very emotional moment. Some
of you may have already seen Rachel on T.V..

MAYOR'S
MESSAGE

1n the past month I have heard mJre about
sewer and water in the City of Ramsey than I
have ever heard before. The City Councils.
past and present, have been planning the City's
development for almost 20 years, part of which
irrcludes plans for sewer and water.
At the present time we are working on an
assessment policy so we will know how sewer
costs will affect property owners in the City.
This plan is very important to the Council
and will be helpful in making future decisions
on street improvements, storm drainage, and
sewer and water assessments. This is only a
small part of the things that must be looked
at when ordering in projects and when final
decisions are made. Without this a good
decision could not be made for or against a
project.
As I mentioned in my last message in the
Ramsey Resident, the City Council is NOT
looking at sewer and water to ANY EXISTING
RESIDENTIAL AREAS in the CIty. In talking
with Councilmembers, they all want to keep
this service away from every home in Ramsey.
And all costs for sewer and water are to be
given ONLY TO THE PEOPLE WHO USE IT.
I believe the City Councils of Ramsey have
done an excellent job in planning this City
and holding certain lands open so that the
City can plan its growth and, more importantly,
not have any large tax increases. It has
been shown in the State auditing record that
Ramsey is one of the most efficiently run
cities in Minneosta, on a per capita basis.
I think the most important thing for the
people of Ramsey to do is take proper care of
their septic tanks so there will never be a
need for sewer and water to the present resi-
dential area.

-Mayor Tom Gamec

The bad you hear about a man may not be
true, but when people say something good
about him you can bet on it.
-Robert Quillen

Monday, Feb. 28th, Rachel and Krista both
started many hours of extensive testing, some
of it very painful for the little girls. As
soon as all the tests are completed, t~e date
for the Bone Marrow transplant will be set.
You all have my deepest appreciation. It
makes me feel so pleased that I live in a
city where people really care. Thank You for
helping my (Best Friend), who I love so dear-
ly and her little girl.

-Pat Mosby

REBUTTAL TO MAYOR'S MESSAGE

A city of large lots with a country atmos-
phere. Most of us keep up and love Ramsey's
open space. I'm Sure everyone feels the sam~
....or do they?
The City of Ramsey has requested a sewer
line for 10 years. The city council consensus
is not written in blood. But, the trunk line
approval is leading to a public improvement
ordinance and a feasibility study.
I always felt NEED was septic tank failure.
But alas, need is DEMAND from petitioners and
council vote.
First case is property on Hwy 47 and 5;
basic undeveloped property. Developers can
escrow 25% of trunk line cost and 25% for
developing sewer and water then BA.NG Ramsey
has townhouses and shopping malls. (See resolution for cond-
itions).
Motion passed 4-0-0-1 to adopt the Findings
of Fact concerning the Request for a Variance
from the Subdivision Ordinance in the Case of
Mr. Harold Phelps.
Motion passed 4-0-0-1 to deny Mr. Harold
Phelp's request for a variance to the sub-
bivision ordinance.

doing a study on the above property. Has a
study ever proven negative?
Second case is the business sector on
Hwy 10. "We must accomodate the business sec-
tor because without them taxes will go sky
high", says Mayor Gamec. Isn't the economic
climate a burden and we all have heard of
fiscal disparity.
Third case is two developments, Flintwood
Hills and Ramsey Terrace, which will be ser-
viced in 1986 and 1988 respectively. Why
should they live with city 80 x 125 lots?
One might ask what that means to people in
the northern areas? "The residents pay for
the trunk line on Hwy 10", said Mayor Gamec.
But that's the tip of the iceberg.
Once Ramsey hooks up to sewer, WE are in
the sewer business with billing, repairs,
mainenance, and staff. Simultaneously, Ramsey
hooks up to water, costs to ALL include
testing, pump stations, chemicals, repairs,
hydrants, maintenance, b~lling and more staff.
I've heard sewer and water bring economic
growth and prosperity. 3M, Monsanto, Control
Data and General Mills are whispered as
possibilities. Does the city have "Visions of
Pittsburgh"?
If you moved to Ramsey for "visions of
Pi ttsburgh" your on the right track. I DID
NOT. When NEED surpasses demand, I'll accept
public assessments. But the council is lost
to determine anything but septic failures as
acceptable reasoning.

-Marilyn Gallagher
Member of Ramsey Resident's Coalition*

(ed. note: This Coalition is not affiliated
with the Ramsey Resident Newsletter)

Motion passed 4-0-0-1 to adopt Resolution
#83-11 ordering preparation of report for
sanitary sewer trunk as specified in the City
Engineer's letter of Feb. 16th.
Motion passed 4-0~0-1 to amend Resolution
#82-166 to include the following wording:
"To object strenuously to the location of a
hazardous waste disposal facility, including
the transfer, storage, che.ical treat.er.t and
incineration of, within its corporate boun-
daries because:..".
Motion passed 4-0-0-1 to approve of the
request for payment to U.D. Contracting in
the amount of $27,542.31.
Motion passed 4-0-0-1 to adopt Resolution
#83-12 amending the City's Comprehensive Plan.
Motion passed 4-0-0-1 to direct Staff to
set a public hearing regarding amending the
City Ordinance that regulates the minimum re-
quirements for residential structures, fur-
ther that said hearing be scheduled for March
22, 1983.

Motion passed 4-0-0-1 to adopt Resolution
#83-13 supporting the County's resolution re-
garding the rights of people whose land con-
tains wetlands.
Motion passed 4-0-0-1 to adopt Resolution
#83-14 appointing an Ad Hoc Committee to
study integrated management system.
Motion passed 4-0-0-1 to adopt resolution
#83-15 adopting the 1983 City Operating
Budget.
Motion passed 4-0-0-1 to approve the licen-
ces as presented for approval.
Motion passed 4-0-0-1 to adopt Resolution
#83-16 approving the payment of bills for the
month of February 1983 in the amount of
$221,764.96.

Present:
Mayor Tom Gamec
Councilmembers; Al Sorteberg, Sue VanWagner,
Jean Schlueter.
Absent: Councilmember Gary Reimann.
*****************************************

The members of your City Council welcome
your comments, our phone numbers are listed
below:
Mayor Gamec 421-7615
Councilmembers:
Al Sorteberg 421-1848
Sue VanWagner 753-4034
Jean Schlueter 421-8987
Gary Reimann 753-1566

-Sue VanWagner

page 4
