<br />I would like to say thank you to all those
<br />who so warmly gave donations to a little girl
<br />by the name of Rachel Escalambre. Everyone
<br />was so kind and concerned. I was given per-
<br />mission to set up containers in a few of the
<br />local businesses. I want to give a special
<br />thank you to Bobls Super Value, Northern
<br />State Bank of Ramsey, Anoka West Pet Hospital,
<br />Berg Oil, Oulmans IGA, and MErvis Barber Shop
<br />in Anoka. I must give a special thanks to
<br />Paul and Shelly Morgan, of Ramsey, they raised
<br />almost $300.00 with the help of friends and
<br />Paul's place of business (MidWest Printing).
<br />I must say thank you to Ede Cornelius, of
<br />Ramsey, a lady who opened her arms and heart
<br />with the help of her friends and place of
<br />business (Honeywell), raised over $400.00 for
<br />Rachel. There are so many who helped, including
<br />your children and their friends. I wish I
<br />could mention all of you.
<br />We are so thankful to everyone who helped
<br />this little girl. Because of your help, Rachel
<br />will be able to receive her Bone Marrow trans-
<br />plant. Many, many thanks to my neighbors and
<br />all their friends. We could not have done it
<br />without you.
<br />Rachel and her family arrived Friday,
<br />Feb. 25th at 6pm.. My family, the media and I
<br />met them, it was a very emotional moment. Some
<br />of you may have already seen Rachel on T.V..

<br />MAYOR'S
<br />MESSAGE
<br />
<br />1n the past month I have heard mJre about
<br />sewer and water in the City of Ramsey than I
<br />have ever heard before. The City Councils.
<br />past and present, have been planning the City's
<br />development for almost 20 years, part of which
<br />irrcludes plans for sewer and water.
<br />At the present time we are working on an
<br />assessment policy so we will know how sewer
<br />costs will affect property owners in the City.
<br />This plan is very important to the Council
<br />and will be helpful in making future decisions
<br />on street improvements, storm drainage, and
<br />sewer and water assessments. This is only a
<br />small part of the things that must be looked
<br />at when ordering in projects and when final
<br />decisions are made. Without this a good
<br />decision could not be made for or against a
<br />project.
<br />As I mentioned in my last message in the
<br />Ramsey Resident, the City Council is NOT
<br />looking at sewer and water to ANY EXISTING
<br />RESIDENTIAL AREAS in the CIty. In talking
<br />with Councilmembers, they all want to keep
<br />this service away from every home in Ramsey.
<br />And all costs for sewer and water are to be
<br />given ONLY TO THE PEOPLE WHO USE IT.
<br />I believe the City Councils of Ramsey have
<br />done an excellent job in planning this City
<br />and holding certain lands open so that the
<br />City can plan its growth and, more importantly,
<br />not have any large tax increases. It has
<br />been shown in the State auditing record that
<br />Ramsey is one of the most efficiently run
<br />cities in Minneosta, on a per capita basis.
<br />I think the most important thing for the
<br />people of Ramsey to do is take proper care of
<br />their septic tanks so there will never be a
<br />need for sewer and water to the present resi-
<br />dential area.

<br />Monday, Feb. 28th, Rachel and Krista both
<br />started many hours of extensive testing, some
<br />of it very painful for the little girls. As
<br />soon as all the tests are completed, t~e date
<br />for the Bone Marrow transplant will be set.
<br />You all have my deepest appreciation. It
<br />makes me feel so pleased that I live in a
<br />city where people really care. Thank You for
<br />helping my (Best Friend), who I love so dear-
<br />ly and her little girl.

<br />REBUTTAL TO MAYOR'S MESSAGE
<br />
<br />A city of large lots with a country atmos-
<br />phere. Most of us keep up and love Ramsey's
<br />open space. I'm Sure everyone feels the sam~
<br />....or do they?
<br />The City of Ramsey has requested a sewer
<br />line for 10 years. The city council consensus
<br />is not written in blood. But, the trunk line
<br />approval is leading to a public improvement
<br />ordinance and a feasibility study.
<br />I always felt NEED was septic tank failure.
<br />But alas, need is DEMAND from petitioners and
<br />council vote.
<br />First case is property on Hwy 47 and 5;
<br />basic undeveloped property. Developers can
<br />escrow 25% of trunk line cost and 25% for
<br />developing sewer and water then BA.NG Ramsey
<br />has townhouses and shopping malls. Ramsey is
<br />

<br />Motion passed 4-0-0-1 to accept the
<br />petition regarding a drinking fountain at
<br />the Ramsey warming house.
<br />Motion passed 4-0-0-1 to direct staff
<br />to review costs and necessary procedures
<br />involved in providing a drinking fountain
<br />at the Ramsey warming house and report
<br />back to Council.

<br />Second case is the business sector on
<br />Hwy 10. "We must accomodate the business sec-
<br />tor because without them taxes will go sky
<br />high", says Mayor Gamec. Isn't the economic
<br />climate a burden and we all have heard of
<br />fiscal disparity.
<br />Third case is two developments, Flintwood
<br />Hills and Ramsey Terrace, which will be ser-
<br />viced in 1986 and 1988 respectively. Why
<br />should they live with city 80 x 125 lots?
<br />One might ask what that means to people in
<br />the northern areas? "The residents pay for
<br />the trunk line on Hwy 10", said Mayor Gamec.
<br />But that's the tip of the iceberg.
<br />Once Ramsey hooks up to sewer, WE are in
<br />the sewer business with billing, repairs,
<br />mainenance, and staff. Simultaneously, Ramsey
<br />hooks up to water, costs to ALL include
<br />testing, pump stations, chemicals, repairs,
<br />hydrants, maintenance, b~lling and more staff.
<br />I've heard sewer and water bring economic
<br />growth and prosperity. 3M, Monsanto, Control
<br />Data and General Mills are whispered as
<br />possibilities. Does the city have "Visions of
<br />Pittsburgh"?
<br />If you moved to Ramsey for "visions of
<br />Pi ttsburgh" your on the right track. I DID
<br />NOT. When NEED surpasses demand, I'll accept
<br />public assessments. But the council is lost
<br />to determine anything but septic failures as
<br />acceptable reasoning.
