RAMBLIN' ON

AN OPEN PLEA
TO DOG OWNERS

On my knees, I beg of you, leash or
kennel your darling pets. Consider if you
will, a small child afraid to play outside all
because of dogs. IYou say your pet
wouldn't harm a flea?) Could I convince
you that my elephant wouldn't hurt you?
You see, in size, a dog to a small child is
like a pony or in some cases an elephant
to an adult. Personally, I wouldn't like to
be licked by an elephant. (You say you
moved out to the country so your pet
could run free as the wind?) Letting a'
beloved animal roam on the streets is
comparable to letting a baby play outside
. unsupervised, neither one of them know
the damage an automobile can do. There's
another problem, delicately referred to as
"messes." I'll have to admit, in some of
my more frustrated moments, I have
considered sending my children to the
neighbors yards to do their "messes" but
so far I've constrained myself. I've also
chuckled over other victims brainstorms
of revenge. When people call me to
complain about dogs, I cringe, there
doesn't seem to be much I can do. People
don't like to file written complaints
against their friends and neighbors, they'd
rather suffer in silence as they scrape
"messes off tennis shoes, reseed yellow
spots, and walk their children to their
destinations." Once again, I PLEAD,
leash or kennel your dogs and let's all
have a wonderful summer!

----------------

Have you noticed the new Community
Events sign outside of City Hall? The
Lions Club very kindly donated it to help
improve communications in Ramsey.
Next time you see a Lion, thank him!
Communicating in a city our size seems to
be a problem so we're hoping this helps.
The Anoka Union is our legal paper, if
you'd like to keep informed about what's
going on in Ramsey it 'would be a good
idea to subscribe. The cost is very
reasonable and delivery is every Friday.
Another way of keeping informed is to
attend the Council . meetings held the
fourth Tuesday of every month. We love
an audience and your opinions help us
make decisions!

Our building inspector, Clayton Berg,
tells me the best thing you can do for your
septic system is to use biodegradable
laundry detergent.

The cities of Champlin, Anoka,
Ramsey, and Andover have signed an
agreement with Teleprompter for CABLE
TV. Installation of the lines will begin
sometime in May. Have any questions?
Call Teleprompter at 332-1301.

The first signs of oak wilt and dutch elm
disease are wilting and discoloring leaves.
If you think you have a tree problem, call
our Tree Inspector, Bruce Bacon, at
753-4275.

TIME OUT

Just think of it, the second Thursday of
every month you can escape from
motherhood and the housewife blues.
You can build up your self-confidence as
well as help your community or just have
a fun night out with the other
neighborhood women. We are looking for
all types of Ramsey women 18 or older
who are interested in self-growth, friends,
community service, and a ladies night out
as well as family events from time to time.

We're not asking for total dedication.
We are asking for any time that you can
spare.
Most of us have small children, part-
time. or full-time jobs and the usual
housework to do, so don't feel that you
can't give enough time to us. We all
understand an except whatever time you
can give. We need you to help us grow.
We had a very full year and everyone
gave the time that they could and we
completed a lot of projects. We had a
membership social last September and
installed two new' members by
candlelight.

In October we went rollerskating,
helped the Ramsey Halloween party and
had a Halloween party for our own
children.

In November we helped Anoka with the
CF Bowl-a-thon at Super Bowl. December
was donated to helping with the Anoka
County Christmas Drive and we donated
a turkey and clothes to the Alexander
House for battered women.

February hosted a Silly Supper and
Bloodmobile.

March was our Accent on Youth month.
We collected $185 in cash and
sponsorships so that LeAnn Walgrave
could enter the Miss Teen Minnesota
Pageant being held this June.

And April delivered a clown with
,balloons to Jason Shanahan at Children's
Hospital and to Mercy Hospital on Easter
Sunday. We also had a garage sale at City
Hall and donated half of $236 made to buy
trees to be planed at City Hall on Mother's
Day.

The Ramsey Jaycee Women are going to
be holding a FREE membership drawing
soon and Camp R & R. Watch for them!
If you are interested, in any community
area that we have mentioned or you know
of one that we have not and you would
like to see something done in this area,
please give us a call at one of the numbers
listed below or drop into one of the
meetings that are held at Ramsey City
Hall on the second Thursday of every
month at 7:00 p.m.
May we leave the world a better place
because we lived and served with it.

See you at Camp R & R.
Next meeting is June 10 at 7:00 p.m.
Donella - 427-6833
Joanne - 427-9008

DIRT BIKE LAWS

Spring is upon us and so are the off-
street motorcycles and dirt bikes. Too
often the off-street bikes become on-street
bikes and this is a no-no! A tag and tow
and impound type of no-no accompanied
by crying, money paying, court attending,
and other agonies that are easily avoided!

Within the city of Ramsey, by state
statute and city ordina'nce, no motor
vehicle may be operated on any city street
unless it is properly equipped (lights,
horn, turn signals, etc.) and licensed for
the current year. The operator must be a
licensed driver with a motorcycle
endorsement and all applicable rules. of
the road must be followed (I just know
many people are now asking themselves
why we don't get after snowmobiles.'We
don't because they are not under the same
set of statutes and I didn't draft them so
please direct inquiries and anything
stronger to the Minnesota Legislature!}.

Also, motorcycles, dirt bikes, and other
motor vehicles may not be operated along
the shoulders or ditches of the street
whether licensed or not (vehicle or
drivers license). In other words you
cannot operate, drive, or otherwise
motivate motorcycles, dirt bikes, three-
wheelers, motorized tennis shoes or
whatever else anywhere but on the roads
and then only properly equipped and
licensed.

I must add, however, that they can be
driven on private property for
recreational purposes as long as the
operator has permission from the owner
to be there. In the case of operation on
land owned by a nonresident (not residing
on the land) then the person using the
property for motorized vehicle
recreational purposes must have
permission in writing at the time he/she is
present. A special metro area statute
allows police to issue citations
immediately to persons operating on
private property without permission and
no prior notice to leave is required.

Of course, even if you do have
permission to be on private property if the
machine you are using sounds like a 700
pound bumblebee then there will be noise
complaints and that can be dealt with
under nuisance complaint. To avoid that,
all that needs to be done is to put on a
proper muffler II am advised by dealers
that any cycle can be muffled down to a
reasonble level. like quiet!) and don't be
shrieking around the track at 6:00 a.m. or
10:00 p.m.

Last, but certainly not least and in a
serious vein, I have yet to see a two or
three-wheeler get into a fight with a car or
truck and come out the winner. Yet I find
people who would not begin to think of
letting their child take the family car, give
the kid a cycle or three-wheeler and send
him or her out into the streets to play.
Seems rather ridiculous. Thank you and
have a good summer.
