<br />AN OPEN PLEA
<br />TO DOG OWNERS
<br />
<br />On my knees, I beg of you, leash or
<br />kennel your darling pets. Consider if you
<br />will, a small child afraid to play outside all
<br />because of dogs. IYou say your pet
<br />wouldn't harm a flea?) Could I convince
<br />you that my elephant wouldn't hurt you?
<br />You see, in size, a dog to a small child is
<br />like a pony or in some cases an elephant
<br />to an adult. Personally, I wouldn't like to
<br />be licked by an elephant. (You say you
<br />moved out to the country so your pet
<br />could run free as the wind?) Letting a'
<br />beloved animal roam on the streets is
<br />comparable to letting a baby play outside
<br />. unsupervised, neither one of them know
<br />the damage an automobile can do. There's
<br />another problem, delicately referred to as
<br />"messes." I'll have to admit, in some of
<br />my more frustrated moments, I have
<br />considered sending my children to the
<br />neighbors yards to do their "messes" but
<br />so far I've constrained myself. I've also
<br />chuckled over other victims brainstorms
<br />of revenge. When people call me to
<br />complain about dogs, I cringe, there
<br />doesn't seem to be much I can do. People
<br />don't like to file written complaints
<br />against their friends and neighbors, they'd
<br />rather suffer in silence as they scrape
<br />"messes off tennis shoes, reseed yellow
<br />spots, and walk their children to their
<br />destinations." Once again, I PLEAD,
<br />leash or kennel your dogs and let's all
<br />have a wonderful summer!

<br />Have you noticed the new Community
<br />Events sign outside of City Hall? The
<br />Lions Club very kindly donated it to help
<br />improve communications in Ramsey.
<br />Next time you see a Lion, thank him!
<br />Communicating in a city our size seems to
<br />be a problem so we're hoping this helps.
<br />The Anoka Union is our legal paper, if
<br />you'd like to keep informed about what's
<br />going on in Ramsey it 'would be a good
<br />idea to subscribe. The cost is very
<br />reasonable and delivery is every Friday.
<br />Another way of keeping informed is to
<br />attend the Council . meetings held the
<br />fourth Tuesday of every month. We love
<br />an audience and your opinions help us
<br />make decisions!
<br />
<br />Our building inspector, Clayton Berg,
<br />tells me the best thing you can do for your
<br />septic system is to use biodegradable
<br />laundry detergent.
<br />
<br />The cities of Champlin, Anoka,
<br />Ramsey, and Andover have signed an
<br />agreement with Teleprompter for CABLE
<br />TV. Installation of the lines will begin
<br />sometime in May. Have any questions?

<br />The first signs of oak wilt and dutch elm
<br />disease are wilting and discoloring leaves.

<br />TIME OUT
<br />
<br />Just think of it, the second Thursday of
<br />every month you can escape from
<br />motherhood and the housewife blues.
<br />You can build up your self-confidence as
<br />well as help your community or just have
<br />a fun night out with the other
<br />neighborhood women. We are looking for
<br />all types of Ramsey women 18 or older
<br />who are interested in self-growth, friends,
<br />community service, and a ladies night out
<br />as well as family events from time to time.
<br />
<br />We're not asking for total dedication.
<br />We are asking for any time that you can
<br />spare.
<br />Most of us have small children, part-
<br />time. or full-time jobs and the usual
<br />housework to do, so don't feel that you
<br />can't give enough time to us. We all
<br />understand an except whatever time you
<br />can give. We need you to help us grow.
<br />We had a very full year and everyone
<br />gave the time that they could and we
<br />completed a lot of projects. We had a
<br />membership social last September and
<br />installed two new' members by
<br />candlelight.
<br />
<br />In October we went rollerskating,
<br />helped the Ramsey Halloween party and
<br />had a Halloween party for our own
<br />children.
<br />
<br />In November we helped Anoka with the
<br />CF Bowl-a-thon at Super Bowl. December
<br />was donated to helping with the Anoka
<br />County Christmas Drive and we donated
<br />a turkey and clothes to the Alexander
<br />House for battered women.
<br />
<br />February hosted a Silly Supper and
<br />Bloodmobile.
<br />
<br />March was our Accent on Youth month.
<br />We collected $185 in cash and
<br />sponsorships so that LeAnn Walgrave
<br />could enter the Miss Teen Minnesota
<br />Pageant being held this June.
<br />
<br />And April delivered a clown with
<br />,balloons to Jason Shanahan at Children's
<br />Hospital and to Mercy Hospital on Easter
<br />Sunday. We also had a garage sale at City
<br />Hall and donated half of $236 made to buy
<br />trees to be planed at City Hall on Mother's
<br />Day.
<br />
<br />The Ramsey Jaycee Women are going to
<br />be holding a FREE membership drawing
<br />soon and Camp R & R. Watch for them!
<br />If you are interested, in any community

<br />like to see something done in this area,

<br />DIRT BIKE LAWS
<br />
<br />Spring is upon us and so are the off-
<br />street motorcycles and dirt bikes. Too
<br />often the off-street bikes become on-street
<br />bikes and this is a no-no! A tag and tow
<br />and impound type of no-no accompanied
<br />by crying, money paying, court attending,
<br />and other agonies that are easily avoided!
<br />
<br />Within the city of Ramsey, by state
<br />statute and city ordina'nce, no motor
<br />vehicle may be operated on any city street
<br />unless it is properly equipped (lights,
<br />horn, turn signals, etc.) and licensed for
<br />the current year. The operator must be a
<br />licensed driver with a motorcycle
<br />endorsement and all applicable rules. of
<br />the road must be followed (I just know
<br />many people are now asking themselves
<br />why we don't get after snowmobiles.'We
<br />don't because they are not under the same
<br />set of statutes and I didn't draft them so
<br />please direct inquiries and anything
<br />stronger to the Minnesota Legislature!}.
<br />
<br />Also, motorcycles, dirt bikes, and other
<br />motor vehicles may not be operated along
<br />the shoulders or ditches of the street
<br />whether licensed or not (vehicle or
<br />drivers license). In other words you
<br />cannot operate, drive, or otherwise
<br />motivate motorcycles, dirt bikes, three-
<br />wheelers, motorized tennis shoes or
<br />whatever else anywhere but on the roads
<br />and then only properly equipped and
<br />licensed.
<br />
<br />I must add, however, that they can be
<br />driven on private property for
<br />recreational purposes as long as the
<br />operator has permission from the owner
<br />to be there. In the case of operation on
<br />land owned by a nonresident (not residing
<br />on the land) then the person using the
<br />property for motorized vehicle
<br />recreational purposes must have
<br />permission in writing at the time he/she is
<br />present. A special metro area statute
<br />allows police to issue citations
<br />immediately to persons operating on
<br />private property without permission and
<br />no prior notice to leave is required.
<br />
<br />Of course, even if you do have
<br />permission to be on private property if the
<br />machine you are using sounds like a 700
<br />pound bumblebee then there will be noise
<br />complaints and that can be dealt with
<br />under nuisance complaint. To avoid that,
<br />all that needs to be done is to put on a
<br />proper muffler II am advised by dealers
<br />that any cycle can be muffled down to a
<br />reasonble level. like quiet!) and don't be
<br />shrieking around the track at 6:00 a.m. or
<br />10:00 p.m.
<br />
<br />Last, but certainly not least and in a
<br />serious vein, I have yet to see a two or
<br />three-wheeler get into a fight with a car or
<br />truck and come out the winner. Yet I find
<br />people who would not begin to think of
<br />letting their child take the family car, give
<br />the kid a cycle or three-wheeler and send
<br />him or her out into the streets to play.
