commentary

by
Marc Hadley, Coordinator

Since 1975, the City of Ramsey and
the Anoka-Hennepin School District
have worked together to develop the
concept of Community Education in
the Ramsey area. The concept
utilizes a joint funding process or
joint-powers agreement between city
and school district to bring resources
together for providing learning
opportunities for people of all ages.
Physical resources are provided in
the form of schools, parks and other
facilities that are made available for
public use. These physical resources
become the vehicle for providing the
opportunities for learning and
enrichment. Financial resources take
the form of local tax dollars and state
and federal aid monies which provide
the fuel for programs and activities in
the area. Finally, human resources
are tapped so that community
education can be made responsive to
local needs and interests, and so that
the people of Ramsey can share their
time and talents with others for the
betterment of their community.
Although community education
could not function without the
physical and financial resources, the
strength of the concept lies chiefly in
its employment of human resources.
Furthermore, the future growth and
development of this concept will
depend heavily upon the extent to
which human resources are utilized.
As a young and growing
community ,Ramsey is rich in human
resources, Hundreds of people have
already given their time, their

interest and their talents toward
making the community education
concept work for their community.
Volunteers, Organizers, Teachers,
Committee Workers, Laborers, City
and School Officials, Leaders,
participants and indeed, Taxpayers
have all contributed to the success of
Community Education in Ramsey.
Success has taken the form of
enrichment programs for the Youth,
Early Childhood and Family
Education, recreation, enrichment
and other educational programs for
adults and many other learning
opportunities. Success has also
meant bringing people and ideas
together to help understand and
work toward meeting the particular
needs and interests of the
Community.
If . this concept will continue to

grow, it will do so only as a result of
continued enthusiastic support from
the people it serves. The people of
Ramsey will need to let local and
state representatives know that
Community Education is a
worthwhile and valuable part of their
community life.
Only through such community
support will resources be able to be
utilized to their fullest. Only through.
that support will the community
education concept realize its full
potential in Ramsey.
There are few ways in which so few
tax dollars can reap such tremendous
direct benefits in a community. Help
Keep Community Education
Working for You by writing or
calling your local and state
representative and voicing your
support.
