Councilmember Olson introduced the following resolution and moved for its adoption: <br />RESOLUTION #25-185 <br />RESOLUTION SUPPORTING STATE HIGHWAY 47/ST. FRANCIS BOULEVARD <br />IMPROVEMENTS <br />WHEREAS, a portion of State Highway 47/St. Francis Boulevard passes through the <br />City of Ramsey (the "City"); and <br />WHEREAS, that road is a state highway under the maintenance jurisdiction of the <br />Minnesota Department of Transportation; and <br />WHEREAS, a fatal accident occurred on that road on May 27, 2023, near the end of the <br />dividing median on the north side of the intersection of Highway 47 with Alpine Boulevard <br />involving a vehicle making a U-Tum at that location; and <br />WHEREAS, based on the investigation reports of the City's responding police officer <br />and the crash reconstruction report of the Minnesota State Patrol, the U-turn was the primary <br />factor causing that accident; and <br />WHEREAS, the family of the deceased, who are residents of the City, have requested <br />the City to issue a statement of support for certain safety improvements on that road; and <br />WHEREAS, the City strives to support and improve the safety of all of its residents and <br />visitors; and <br />WHEREAS, the safety improvements requested by the family are reasonable and likely <br />to prevent or warn away drivers from making such dangerous maneuvers; <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. The City supports roadway and signage improvements that are reasonable and likely <br />to improve the safety of drivers within the City of Ramsey. <br />2. City Staff are directed to issue a letter of support for the requested safety <br />improvements. The Mayor and Council may add their supporting signatures to the <br />letter as they feel so moved to do. <br />The motion for adoption of the foregoing resolution was duly seconded by Councilmember <br />Specht, and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Heineman <br />Councilmember Olson <br />
