Councilmember Olson introduced the following resolution and moved for its adoption: RESOLUTION #25-180 RESOLUTION APPROVING A DEVELOPMENT AGREEMENT FOR CCI HOLDINGS 3, LLC WHEREAS, The City of Ramsey received an application from CCI Holdings 3, LLC (dba Clark Companies) (the "Applicant"), requesting approval of a building permit and administrative site plan review on the property legally described as follows: The South 250 feet of the North 750 feet of the East 871 feet as measured along the East and North lines of the North half of the Southeast quarter of Section 27, Township 32, Range 25, except road, subject to easement of record, Anoka County, Minnesota. (the "Subject Property"). WHEREAS, the Applicant is proposing to installed new site improvements and bring the remaining non -conforming site improvements up to current Zoning Code standards on the Subject Property; and WHEREAS, the proposed improvements are reviewed administratively through a building permit; and WHEREAS, a Development Agreement is required to provide financial guaranty of site improvements for proposed developments; and and WHEREAS, the proposed Development Agreement conforms to City Code requirements; WHEREAS, the City Council reviewed the request at their meeting on August 12, 2025. NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the Ramsey City Council hereby grants approval of the Development Agreement for CCI Holdings 3, LLC, on the Subject Property in accordance with relevant City Codes, subject to the following conditions: a. Final legal form approved by the City Attorney. b. That the Applicant enters into a Development Agreement with the City prior to commencing construction. c. That the Mayor and City Administrator are authorized to sign the Development
