<br />CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, August 12, 2025, at the <br />Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br /> <br />Members Present: Mayor Ryan Heineman <br />Councilmember Kirsten Buscher <br />Councilmember Michael Olson <br />Councilmember Chris Riley <br />Councilmember Dan Specht <br />Councilmember Shanna Stewart <br /> <br />Members Absent: Councilmember Eric Peters <br /> <br />Also Present: City Administrator Brian Hagen <br /> City Engineer/Public Works Director Bruce Westby <br /> City Attorney Fritz Knaak <br />1. CALL TO ORDER <br /> <br />Mayor Heineman called the regular meeting of the Ramsey City Council to order at 7:00 p.m., <br />followed by the Pledge of Allegiance led by Mayor Heineman. <br />2. APPROVE AGENDA <br /> <br />Motion by Councilmember Specht, seconded by Councilmember Stewart, to approve the agenda <br />as presented. <br /> <br />Motion carried. Voting Yes: Mayor Heineman, Councilmembers Specht, Stewart, Buscher, <br />Olson, and Riley. Voting No: None. Absent: Councilmember Peters. <br />3. PRESENTATIONS <br /> <br />None. <br />4. CITIZEN INPUT <br /> <br />Chris Morschen, an attorney with Melchert Hubert Sjodin, came forward and shared that he is here <br />representing the family of Timothy Vlasyuk in regard to the letter of support for State Highway <br />47/St. Francis Boulevard improvements. He shared that on May 27, 2023, Mr. Vlasyuk was killed <br />in a tragic accident on this roadway when a U-Haul driver made a dangerous U-turn. He noted the <br />Vlasyuk family still lives in Ramsey and often drives by the location and continues to see vehicles <br />City Council / August 12, 2025 <br />Page 2 of 5 <br /> <br /> <br />
