<br />Councilmember Elvig introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #06-11-353 <br /> <br />RESOLUTION OF COMMITMENT FOR RAMSEY CROSSINGS <br /> <br />WHEREAS, the City has began development of a mixed-use, urban village project <br />known as the Ramsey Town Center; and <br /> <br />WHEREAS, Ramsey Town Center was envisioned to foster commercial and retail <br />operations that are appropriately sized and placed within the development with particular <br />attention to enhanced architectural features, linkages to pedestrian and biking connections, and <br />minimizing the presence of large-scale parking areas visible from the public right-of-way; and <br /> <br />WHEREAS, the Ramsey Town Center's vision is a result of extensive study and citizen <br />participation over a period of several years. <br /> <br />WHEREAS, the Ramsey Town Center does not allow for development of large format <br />retail development; and <br /> <br />WHEREAS, the City has undertaken a new development immediately to the west of the <br />Ramsey Town Center in a project known as the Ramsey Crossings; and <br /> <br />WHEREAS, the City has approved the Ramsey Crossings Redevelopment Plan and <br />initiated Eminent Domain actions on all 16 parcels that comprise the Ramsey Crossings project <br />area; and <br /> <br />WHEREAS, the City of Ramsey undertook a Request for Proposal process from <br />developers interested in a large format, retail development for the Ramsey Crossings <br />development pursuant to the RFP process; and <br /> <br />WHEREAS, the City of Ramsey entered into exclusive negotiations with The Robert <br />Muir Company to take on the large format, retail development project known as the Ramsey <br />Crossings development; and <br /> <br />WHEREAS, the City of Ramsey has initiated an eminent domain legal process for a <br />public taking of the 66-acre property to be utilized for the Ramsey Crossings development; and <br /> <br />WHEREAS, the City of Ramsey is near completion of the Development Agreement <br />with The Robert Muir Company to proceed with the large format, retail project known as <br />Ramsey Crossings. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the City of Ramsey affirms the original vision of Ramsey Town Center and will <br />pursue efforts to make the Town Center vision a reality. <br /> <br />Resolution #06-11-353 <br />Page 1 of2 <br />
