MN Highway 47 has a pedestrian/bicycle path on its east side only. <br />There are marked crosswalks at all intersections that the pedestrian paths cross, as well as <br />push -buttons at both of the stoplight controlled intersections. Internal walkways will connect <br />buildings to each other; connections will be made with the existing trails along County Road <br />5. <br />Transit Service <br />There are no transit routes within a mile of the proposed site. <br />a. Discuss the effect on traffic congestion on affected roads and describe any traffic <br />improvements necessary. The analysis must discuss the project's impact on the regional <br />transportation system. If the peak hour traffic generated exceeds 250 vehicles or the <br />total daily trips exceeds 2,500, a traffic impact study must be prepared as part of the <br />EAW. Use the format and procedures described in the Minnesota Department of <br />Transportation's Access Management Manual, Chapter 5 (available at: <br />http//www.dot.state.mn.us/accessmanagement/resources.html) or a similar local <br />guidance. <br />A traffic impact study will be completed for this project based on the projected trip <br />generation of the site (see Appendix E). The area's transportation network is expected to <br />support the development within the project site with current intersection geometry. Metrics <br />for traffic analysis include intersection delay as measured by level of service (LOS) and 95th <br />percentile queue lengths. LOS grades range from A to F, with LOS A being the highest (best <br />traffic flow and least delay), LOS E as saturated or at -capacity conditions, and LOS F being the <br />lowest (oversaturated conditions). LOS D or better is generally considered acceptable <br />operating conditions. <br />The traffic impact study will include intersection capacity analyses for intersections adjacent <br />to the project site along County Road 5, MN Highway 47, and Sunwood Drive. Based on the <br />results of the traffic impact study capacity analysis, all intersections are anticipated to operate <br />Haviland Fields EAW 28 July 2023 <br />
