Haviland Fields Development <br />Finding of Facts and Record of Decision <br />Agency <br />Comment <br />Response <br />Pedestrian and Bicycle <br />Currently there is a trail running NW, on the north side <br />of CR 5, from the intersection of MN 47 and CR 5. <br />There is also a trail running N/S on the east side of MN <br />47. MnDOT will be completing a mill and overlay of <br />this section of MN 47 in 2028. Some trail connections <br />and crossings will change at that time. As part of this <br />project, MnDOT will be removing the pedestrian <br />crossing on the south leg of the MN 47/CR 5 <br />intersection. There are no destinations or sidepath in <br />the SW quadrant, and the channelized right turn is <br />hazardous to pedestrians without a clear destination. <br />MnDOT suggests the developer work with the county <br />to install a pedestrian crossing across CR 5 to Iodine St <br />NW to provide access to the trail. MnDOT <br />recommends the developer ensure that the both the <br />sidewalk ramps on the driveways and the ramps for <br />the internal crosswalk through the parking lot meet <br />American with Disabilities Act (ADA) standards. We <br />also advise that the internal crosswalk and sidewalks <br />around the building should maintain a Pedestrian <br />Access Route (PAR) of at least 4 feet in width. <br />Standard plans are available on MnDOT's ADA page <br />here: http://dot.state.mn.us/ada/design.html. We also <br />strongly recommend raising the street level to meet <br />major trail crossings so that the trails remain level for <br />their users and vehicles have extra reinforcement for <br />giving pedestrian and cyclists the right of way. <br />Please contact Sara Dunlap, Pedestrian, Bicycle and <br />ADA Planning, at sara.dunlap@state..mn.us or 651- <br />234-7725 with any questions. <br />Traffic <br />This project will likely add stress to the MN 47/CR 5 <br />intersection. This intersection is already in disrepair <br />and has an acceleration lane to SB MN 47 that backs <br />up the morning rush hour.
