I have a few observations after reading <br />through the EAW, but my first one regards to <br />6d on pg3. Sources and detailed information <br />are plentiful throughout the document, but <br />all this subsection states is that the project <br />aims to address the housing needs in Ramsey. <br />What set of research and sources is this goal <br />utilizing? What are the referenced housing <br />needs of Ramsey? <br />2. 14c. This section states "Minimal tree remove <br />will be required as part of the project." <br />However, this is contradicted in "Table 5: <br />Trees" where number of trees to be removed <br />is approximated at 964 trees, or 59.4% of <br />existing trees in the project area. "Minimal" <br />needs a set definition as it pertains to this <br />document. Additional tree cover will only <br />reduce the short- and long-term negative <br />impact of the GHG effect, especially with so <br />much additional asphalt surface being added <br />in the project site. Please place significant <br />consideration and effort into maintaining as <br />much existing tree cover as possible. <br />3. Along with the approximated amount of tree <br />removal, maintaining a wall of wooded tree <br />cover between the project area and the south <br />side of Birch Hill Lodges' southeastern most <br />side street would greatly benefit the existing <br />townhome community by combatting noise <br />pollution (both during and after the project) <br />and heat from the nearly doubling of nearby <br />asphalt surface, as well as reducing the <br />projected tree removal. Please seriously <br />consider incorporating a portion of this <br />existing wooded wall into the north edge <br />building setback, as well as adding a similar <br />wooded buffer on the adjacent side street <br />also bordering the north edge of the project <br />site. It would also promote additional privacy <br />for both the existing townhomes and the <br />potential new townhomes. <br />4. **Ideally, the described existing wooded area <br />would prove beneficial and resourceful if <br />trails are being considered as a part of this <br />project. Why not leave the tree cover there <br />and only clear what is needed to construct a <br />path?** Additionally, allowing those trees to <br />Response <br />standards east of the highway; <br />however, the need to analyze this <br />affect, as well as any mitigation, will <br />be determined in the noise study. <br />1. Comment noted. Cities are <br />allocated housing units by <br />the Metropolitan Council as <br />part of the region's growth <br />goals. Based on feedback <br />from our business <br />community trying to attract <br />employees, there is a <br />demand for high -quality <br />rentals in the community to <br />provide housing for the jobs <br />in Ramsey. <br />2. Aspects of the site plan may <br />change as the project <br />develops. The project aims <br />to minimize tree clearing as <br />possible, and further ways <br />to minimize tree removal, <br />including planting new <br />tress, will be considered as <br />the project design <br />advances. <br />3. Vegetation along the fence <br />line will be considered to <br />promote additional privacy <br />for both existing homes and <br />new townhomes. <br />4. Walking trails are not being <br />considered as part of the <br />project in this area, as the <br />neighborhood generally <br />objected to public spaces <br />and walking rails during the <br />neighborhood meeting in <br />fall 2022. Minimal impacts <br />to bat species are <br />anticipated as part of this <br />project. <br />5. Comment noted. Aspects of <br />the site plan may change as <br />the project develops. <br />6.
