METROPOLITAN <br />C o U N C I t <br />August 29, 2023 <br />Todd Larson, Planning Manager <br />City of Ramsey <br />2823 Hamline Avenue North <br />Ramsey, MN 55113 <br />RE: Environmental Assessment Worksheet (EAW) — Haviland Fields <br />Metropolitan Council Review File No. 22890-1 <br />Metropolitan Council District No. 9 <br />Dear Todd Larson: <br />Council staff reviewed the environmental assessment worksheet (EAW) for the Haviland Fields project. <br />The proposal involves an anticipated development consisting of 22 townhomes and three multifamily <br />residential buildings located between MN Highway 47 and County Rd 5 in the city of Ramsey. <br />Staff finds this EAW to be incomplete. Consequently, we are unable to determine at this time whether the <br />project is in conformity with regional system plans and whether an EIS may be needed. As the RGU, if <br />the City finds the missing information is not critical to the EIS need decision, in its record of decision, the <br />City can describe the missing information and how it will be obtained and used. The City can also <br />withdraw and republish the EAW with the missing data, or issue a supplemental EAW to address the <br />missing data. <br />Incomplete Items <br />Item 12 — Water Resources (John Clark, MCES 651-602-1452) <br />The Haviland Fields EAW for the city of Ramsey appears incomplete. The following is needed <br />before an EIS determination is made. <br />The EAW does not include information under the water appropriation section regarding the water <br />supply source. If connecting to the municipal system, please ensure the water demand for the <br />development can be met and aligns with the Ramsey local water supply plan. <br />Please consider having the project proposer add supplemental information to the EAW that <br />sufficiently addresses water supply. <br />Advisory Comments <br />Forecasts (Todd Graham, 651-602-1322) <br />The development proposal includes 498 housing units, mainly in multifamily buildings. This <br />equates to one -quarter of the current decade growth forecasted in Ramsey. Council and City staff <br />can discuss this at the time of the next comprehensive plan amendment. <br />Should this project advance, Transportation Analysis Zone allocations for Ramsey will need <br />updates. The Haviland Fields site is the southern end of TAZ #54.
