Haviland Fields Development <br />Finding of Facts and Record of Decision <br />2. Findings of Fact <br />2.1 Project Description <br />Senior Housing Partners are proposing to develop an approximately 35.5-acre site is located <br />between MN Highway 47 (St. Francis Blvd NW) and County Rd 5 (Nowthen Blvd NW) in Ramsey, <br />Minnesota. The Haviland Fields Development consists of one parcel with consisting of an <br />existing institutional building and two residential properties. The institutional building will <br />remain; the two existing residential buildings will be demolished. The residential development <br />proposal will include 22 townhomes and three multifamily residential buildings. Construction is <br />anticipated to begin in Spring 2024 and be completed in multiple phases over the next three to <br />four years. <br />2.2 Corrections to the EAW or Changes to the Project since the EAW was Published <br />Section 12.iii, Water Appropriation has been updated to including information regarding water <br />supply for the proposed development, which will be obtained from the City of Ramsey's water <br />system. The existing city water supply is capable of handling the new development. See the <br />EAW for more detail. <br />Appendix E of the EAW (Traffic Analysis) has been updated to reflect the right in/right out north <br />access on CSAH 5 and the gated access connecting to Cobalt St that restricts traffic from <br />entering and exiting this access. <br />The revised EAW and appendices can be found in Attachment B of this document. <br />2.3 Substantive Comments/Comments Received and Responses to These Comments <br />The City received four agency comment letters and seven public comment letters during the <br />public comment period, which extended from August 1 to August 31, 2023. One additional <br />comment letter was received after the comment period ended from Anoka County on October <br />12, 2023, and is included below: <br />Agency Comments <br />1.
