Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #25-202 <br />RESOLUTION TO ENTER INTO A RESIDENTIAL RECYCLING PROGRAM <br />AGREEMENT WITH ANOKA COUNTY TO RECEIVE 2026 SCORE FUNDS <br />WHEREAS, Anoka County annually receives funding from the State of Minnesota <br />pursuant to Minn. Stat. § 115A.557. This funding is provided by the Select Committee m <br />Recycling and the Environment (SCORE); and <br />WHEREAS, for calendar year 2026, Anoka County will distribute the SCORE <br />funds amongst municipalities using the following formula: a base allocation of $10,000 <br />plus $5.00 per household; and <br />WHEREAS, in addition to base funding, the City of Ramsey is also eligible for <br />additional targeted program funds to focus on activities such as monthly/quarterly drop-off <br />events, general program enhancements, and organics recycling; and <br />WHEREAS, the Anoka County Board of Commissioners annually sets recycling <br />goals for municipalities to achieve and the 2026 goals are based on 225 pounds perperson <br />for single-family households (up to four [4] units) and 150 pounds per person for multi- <br />unit households (five [5] or more units); and <br />WHEREAS, the City of Ramsey's recycling goal for 2026 is 3,143 tons; and <br />WHEREAS, Anoka County wishes to assist municipalities in meeting the <br />recycling goals established by the Anoka County Board of Commissioners by providing <br />SCORE funds to municipalities for solid waste recycling programs; and <br />WHEREAS, SCORE funding can be, and previously has been, used to implement <br />various components of the City' s recycling program, including: recycling and waste <br />reduction education and awareness activities, notifying new residents of Ramsey' s <br />recycling program, various recycling events, and to fund the recycling coordinator position; <br />and <br />WHEREAS, in order to receive SCORE funds, the City of Ramsey must enter into <br />a Residential Recycling Program Agreement with Anoka County. <br />
