CC Regular Session <br />Meeting Date: <br />09/09/2025 <br />5. 13. <br />Primary Strategic Plan Initiative: Connect the community through Parks, Trails and Recreational Programming <br />Title: <br />Adopt Resolution #25-211 Approving the Purchase of the PreFab Restroom and Support Building for the <br />Waterfront Park Improvement Project <br />Purpose/Background: <br />At work session on August 12th, 2025 Council received a progress report on the water play project at <br />The Waterfront —which included information on the prefab restroom building and the approximate <br />7-month production and delivery timeline. In summary, in order to have the building on site +/- April for <br />prime contractor assembly and to begin incorporating electrical equipment and mechanical and other <br />site improvements, the city would need to order the building no later than September 2025. Thus, the <br />purpose of this case is to formally authorize this pre -bid order, which was supported unanimously by <br />consensus on August 12th. <br />Time Frame/Observations/Alternatives: <br />The restroom and park support building as described at the work session was to cost $274k. However, in August <br />2025 a new statutory requirement went into effect requiring certain buildings to now require adult changing <br />facilities —this has increased the cost of the prefab building to $300k, and staff is recommending an additional $5k <br />contingency in the event that additional items or fixtures are required that are not included in the revised Purchase <br />Agreement (the second attachment). <br />Staff will be meeting with the City Attorney to ascertain if the $26k in building 'upgrades' are required with <br />certainty to accommodate all that is necessary for the adult changing room that would be built into the previous <br />storage area. Nonetheless, this case is prepared such that the restroom and support building may be ordered to get <br />it into the production queue with the adult changing room ($300k + $5k contingency, rounded to $305,000 that <br />this case authorizes). If it is determined that the upgrades are not required, the lessor cost mentioned above would <br />only be required. <br />Funding Source: <br />All funding for the prefab restroom and park support building to be ordered in 2025 and delivered in 2026 would <br />be from the Park Trust Fund, which has a present balance in excess of $7M. <br />Recommendation: <br />Staff recommends Council authorize the purchase of the building as outlined above by Adopting Resolution <br />#25-211, and direct staff to sign and execute the attached Purchase Agreement. <br />Outcome/Action: <br />Motion to Adopt Resolution #25-211 approving the purchase of the prefab restroom and support building <br />for The Waterfront park improvement project. <br />
