All municipal facilities are public buildings and are smoke free. Smoking is not permitted in any of these facilities or on the Municipal Center Campus and Municipal Parking Facility. STORAGE The Municipal Center is not to be used for storage of equipment or supplies for organized groups of the general public. Items, equipment and supplies must be removed after each meeting. ALCOHOL & CONTROLLED SUBSTANCES Controlled substances and/or alcoholic beverages shall not be brought on the premises or consumed at the facilities. Alcoholic beverages are defined by state law as any beverage containing more than one-half of one percent alcohol by volume. Alcoholic beverages may be allowed on the premises for special events as permitted by the City Council. USE OF CANDLES Candles may be used for celebration purposes but must be used under supervision and in accordance with the following guidelines: 1. The use of candles shall be approved by one of the following officials within the Municipal Center: a. Fire Marshal b. Fire Chief c. City Administrator 2. The use of Class I and II liquids and LP-gas shall not be used. 3. Liquid lighting devices shall not be used unless approved by the Fire Marshal. 4. The device or holder shall be constructed to prevent the spillage of wax at a rate of more than .025 teaspoon per minute if tipped over. 5. The device or holder shall be designed so that it will return to the upright position after being tilted to an angle of 45 degrees from vertical. The only exceptions to this are devices that self extinguish if tipped over and do not spill wax if tipped over. 6. The candle shall be placed in an area clear of combustibles and not within the window ledge where curtains, blinds, drapes, etc can start fire. They shall also not be placed near decorative materials. 7. Candles shall be limited to ONE unless approved by the Fire Marshal. 8. Adult supervision is required at all locations that candles are lit. 9. Those that light the candles shall extinguish the candles. A common scenario is when someone is told to extinguish candles that were lit by others, that person does not know how many or where the candles were lit and one or more are left unattended as a potential fire source. 10. Candles shall not be placed in an area that obstructs or potentially obstructs aisles or exit systems. 11. Hand held candles shall not be passed form one person to the other.
