Environmental Policy Board (EPB) <br />Meeting Date: 09/15/2025 <br />Primary Strategic Plan Initiative: <br />Title: <br />Update on Status of the Recycling Contract <br />6. 1. <br />Information <br />Purpose/Background: <br />The purpose of this case is to provide an update to the Environmental Policy Board (EPB) regarding the curbside <br />recycling contract. As the EPB will recall, the City's current curbside recycling contract with ACE Solid Waste is <br />set to expire at the end of this year. In February of this year, Staff reviewed the contract status with the EPB. At <br />that time, the EPB recommended the City attempt to negotiate a new curbside recycling contract with ACE Solid <br />Waste. This topic was also discussed with the City Council in March of this year. City Council directed Staff to <br />obtain three (3) quotes for curbside recycling service, with the duration of the contract being four (4) years <br />(ending on December 31, 2029). <br />Staff drafted and sent a Request for Quotes (RFQ) to three (3) vendors for curbside recycling service. The RFQ <br />sought not only a quote for standard biweekly curbside recycling service, but also asked for quotes on an optional <br />weekly curbside recycling service as well as an option for curbside organics recycling. All three vendors initially <br />submitted a Notice of Intent to Submit a Quote by the deadline outlined in the RFQ. Subsequently, one of the <br />vendors withdrew their Notice of Intent to Submit a Quote. Based on the schedule outlined in the RFQ, there was <br />not enough time to seek another quote and therefore, only two quotes were received. Per the RFQ, the quotes are <br />considered to be non-public data and after discussion with the City Attorney, it was determined that they cannot <br />be distributed for review by the EPB, which is why they are not attached to the case. While the quotes are <br />considered non-public data, per the RFQ, the names of those companies that submitted quotes can be made <br />public. ACE Solid Waste and Republic Services both submitted quotes. Staff intends to review the quotes with <br />the City Council at their October 14, 2025 Work Session, at which time City Council will presumably direct staff <br />to negotiate a new, four (4) year curbside recycling contract with the selected vendor. <br />Funding Source: <br />Staff time associated with recycling activities is funded through the Select Committee on Recycling and the <br />Environment (SCORE). <br />Recommendation: <br />This case is only meant as an update and, therefore, Staff has no recommendation for action. <br />Outcome/Action: <br />No action is necessary.
