<br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey to ratify the <br />recommendation of the Public Works Committee in Case No.1 and to request that speed studies <br />be conducted on the following street segments: (a) Alpine Drive from Armstrong Boulevard to <br />TH 47; and (b) Sunwood Drive from Ramsey Boulevard to Nowthen Boulevard; and that staffbe <br />directed to review and add speed signs where appropriate. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Cook, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />2) Discuss Placement of Crosswalks on County Roads <br /> <br />Public Works Director Olson indicated the discussion of the Committee was related to why there <br />are not more crosswalks on County roadways where there are trail comlections. There was <br />discussion about general guidance for crosswalks to County roads; this information is included in <br />the Council's packet. The Committee was advised that crosswalks should be used judicially <br />because the more they are used the less they are adhered to. Mr. Olson advised the consensus of <br />the Committee was to direct staff to draft a case for a future Public Works Committee meeting <br />regarding the placement of crosswalks on County roads, including maps, the County policy, and <br />associated costs. <br /> <br />Councilmember Elvig indicated it was also the consensus of the Committee to direct staff to add <br />the discussion of a future policy regarding underpasses, overpasses and other types of crossing <br />mechanisms at trail crossings located at high traffic areas on a future work session agenda. <br /> <br />3) Review Policy for Considering Traffic Control Modification Requests <br /> <br />Public Works Director Olson explained the current policy for bringing a traffic control <br />modification before the Public Works Committee requires only a written request or an email <br />from a single individual. This request can require a lot of work with regards to the required <br />analysis. Staff recommended that the policy for processing citizen traffic modification requests <br />before the Public Works Committee be modified by requiring a written petition for the desired <br />change signed by a specified number of property owners or residents residing within a specified <br />distance fi..om the requested modification, such as 5 residents within 500 feet ofthe traffic control <br />change. <br /> <br />Councilmember Elvig indicated the Committee specifically included in the motion that the <br />policy include the requirement for 5 residents within 500 feet ofthetraffic control change. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to ratify the <br />recommendation of the Public Works Committee in Case Nos. 2 and 3 and to direct staff to draft <br />a case for a future Public Works Committee meeting regarding the placement of crosswalks on <br />County roads, including maps, the County policy, and associated costs; to direct staff to add the <br />discussion of a future policy regarding underpasses, overpasses and other types of crossing <br />mechanisms at trail crossings located at high traffic areas on a future work session agenda; and to <br />direct staff to modify the policy for presenting traffic modification requests to the Public Works <br /> <br />P20 <br /> <br />City Council/October 10, 2006 <br />Page 10 of 15 <br />
