<br />Community Development Director Trudgeon advised staff is recommending that the City <br />Council approve the proposed development, contingent upon compliance with the City Staff <br />Review Letter, specifically addressing the following items: <br />1. Revise the sizing assumptions for the community septic system that utilize the proposed <br />sizing suggestions stated in the City Staff Review Letter. <br />2. Provide infonnation about the exact location of the community septic system, alternate <br />site, and community well with Lot 2, Block 1, to ensure the undisturbed nature of the soil. <br />3. Provide information, in a written format, regarding the responsible party for management <br />and maintenance of the community septic system and well. <br /> <br />Community Development Director Trudgeon indicated the Planning Commission met on <br />October 6, 2006, and discussed the need to widen the service drive to accommodate multiple <br />delivery and contracting vehicles. The Commission recommended to approve the plat, <br />contingent upon compliance with the City Staff Review Letter dated September 26, 2006; and <br />the applicant's delivery of information satisfactory to staff regarding the location, size, design, <br />and integrity of the community septic system, both as a primary and alternate site, including <br />testing, sizing assumptions, specification of location, and identification of responsible party for <br />management and maintenance of the community septic system. <br /> <br />Councilmember Elvig clarified with the discussion of a PUD and community septic system that <br />this is a commercial proj ect. <br /> <br />Community Development Director Trudgeonnoted regarding the extension of 156th Avenue, the <br />road currently ends in a cul-de-sac. Outlot B, which is along the railroad track, is part of this <br />property and would be used for the road. There is an additional outlot owned by the City that is <br />reserved for future street right-of-way. The intention is that the applicant will build a road at <br />their cost to extend to Alpine Drive. <br /> <br />Councilmember Elvig asked the applicant what they envision as their market for this project. <br /> <br />Mr. Steve Ness, St. Andrews Investment Group, replied the market for this project would be <br />companies like small commercial contractors and heating and air conditioning companies; it <br />would be mom and pop shops that are currently working out of their garages. Owning one of <br />these units would let them build equity in the condo and eventually move on to a bigger building. <br /> <br />Councilmember Elvig expressed his support for this type of project. He asked if the applicant <br />feels the market is solid for this project. <br /> <br />Mr. Ness replied with the number of buildings being put in it makes economic sense to be able to <br />sell to the small contractor. There are three units presold and it looks like there might be another <br />three coming up. His goal is to have them all presold by the end of the year. <br /> <br />Councilmember Cook commented this development is tucked in as a very appropriate use with <br />what is across the street in Elk River and what it backs up to.
