CASE #: 5

FROM:

Community Development Staff

Memo

DATE:

November 30, 2006

TO:

Ramsey Planning Commission

RE:

Staff Update

City Hall Move. City Hall staff and the Police Department have completed the move to the new
Municipal Center. As noted in your agenda, the December Planning Commission meeting will be
held in the Alexander Ramsey Room at the Municipal Center. QCTV's audio-visual equipment
is currently being moved from the Fire Station and installed in the new Council Chambers, so the
December meeting cannot be televised. Staff expects that the Council Chambers will be
completed in time for the January Planning Commission meeting.

November City Council meeting review. The following is a brief summary of actions taken by
the City Council that may be of interest to the Planning Commission:

Request for Conditional Use Permit for Bob Hamborg to Exceed Maximum Amount of Accessory
. Building Space; Case of Bob Hamborg. The City Council approved Mr. Hamborg's request for
the full overage amount.

Request for Comprehensive Plan Amendment/Rezoning/Preliminary Plat/Preliminary Site Plan
of Ebony Woods; Case of DPM Investments, Inc. The City Council tabled Ebony Woods for
additional revisions to the architectural elevations.

Erosion Control Ordinance. The City Council introduced the proposed ordinance.

R-l Rural Developing - Cluster Ordinance. The Planning Commission will recall that the R-I
Rural Developing District is currently under a subdivision moratorium for purposes of revising
the Cluster Ordinance. The City Council has discussed the ordinance at several work sessions
over the summer and fall, and has directed Staff to proceed with an "interim" Comprehensive
Plan Amendment for the Rural Developing Area, which would be in place until the full
Comprehensive Plan Update is completed in 2008. Staff was directed to bring forward a
Comprehensive Plan Amendment that would change the density in this zoning district from 1
house per 2.5 acres to 1 house per 10 acres. Staff expects to bring a draft amendment to the
Planning Commission in January.

City Administrator Resignation. The Planning Commission may have heard about the
resignation of Jim Norman, the City Administrator. Attached to the Staff Update is a memo from
the City Council regarding his resignation.

51
