<br />PLANNING COMMISSION <br /> <br />Discussion Item: Kings Island Townhomes <br />By: Amy Geisler, AICP, Associate Planner <br /> <br /> <br />Background: The Planning Commission will recall that Archie Zahler has submitted a sketch plan to <br />develop detached townhomes on the property located at the end of Rivlyn Avenue between Highway <br />10 and the Mississippi River. The Planning Commission reviewed the sketch plan at their August 3, <br />2006 meeting. The City Council has reviewed the sketch plan at work session twice, and several <br />changes have been made to the plan so Staff is bringing it back to the Planning Commission as a <br />discussion item. <br /> <br />The subject property consists of 2 CillTent lots: an outlot of Dickenson's I\1ississippi Acres and <br />commercial lot that contains Brake Alert, which is proposed to remain on its own lot The Brake Alert <br />lot is zoned E-1 Employment, and the outlot is zoned R-l Residential. A Comprehensive Plan <br />Amendment and Rezoning would be required for the plan to move forward as cillTently designed. <br /> <br />The sketch plan proposes to extend Rivlyn Avenue to serve the new development As submitted, the <br />sketch plan would require a variance to the 600 foot cul-de-sac length requirement in City Code. Staff is <br />recommending that a Phase I Environmental review be completed because of the history of auto repair <br />on the site. <br /> <br />The City Council discussed the sketch plan at the October 30, 2006 work session and directed the <br />applicant to remove the cpnnection ofRivlyn Avenue to Highway 10, and explore options for providing <br />open space along the river frontage. The applicant has revised the sketch plan to show 14 detached <br />townhomes (eliminating the 1 single family lot) on a cul-de-sac. <br /> <br />Attachments: Site location map, previous sketch plan, revised sketch plan <br /> <br />Action Statement: Provided comments to tlle developer on the revised sketch plan <br /> <br />pc: 1217/06 <br /> <br />89 <br />
