<br />Councilmember Peters introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #25-202 <br /> <br />RESOLUTION TO ENTER INTO A RESIDENTIAL RECYCLING PROGRAM <br />AGREEMENT WITH ANOKA COUNTY TO RECEIVE 2026 SCORE FUNDS <br />WHEREAS, Anoka County annually receives funding from the State of Minnesota <br />pursuant to Minn. Stat. § 115A.557. This funding is provided by the Select Committee on <br />Recycling and the Environment (SCORE); and <br />WHEREAS, for calendar year 2026, Anoka County will distribute the SCORE funds <br />amongst municipalities using the following formula: a base allocation of $10,000 plus $5.00 per <br />household; and <br /> <br />WHEREAS, in addition to base funding, the City of Ramsey is also eligible for additional <br />targeted program funds to focus on activities such as monthly/quarterly drop-off events, general <br />program enhancements, and organics recycling; and <br /> <br />WHEREAS, the Anoka County Board of Commissioners annually sets recycling goals <br />for municipalities to achieve and the 2026 goals are based on 225 pounds per person for single- <br />family households (up to four \[4\] units) and 150 pounds per person for multi- unit households <br />(five \[5\] or more units); and <br /> <br />WHEREAS, the City of Ramsey’s recycling goal for 2026 is 3,143 tons; and <br /> <br />WHEREAS, Anoka County wishes to assist municipalities in meeting the recycling <br />goals established by the Anoka County Board of Commissioners by providing SCORE funds to <br />municipalities for solid waste recycling programs; and <br /> <br />WHEREAS, SCORE funding can be, and previously has been, used to implement <br />various components of the City’s recycling program, including: recycling and waste reduction <br />education and awareness activities, notifying new residents of Ramsey’s recycling program, <br />various recycling events, and to fund the recycling coordinator position; and <br /> <br />WHEREAS, in order to receive SCORE funds, the City of Ramsey must enter into a <br />Residential Recycling Program Agreement with Anoka County. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the Mayor and City Administrator are hereby authorized to sign the Agreement for <br />Residential Recycling Program between the City of Ramsey and Anoka County to <br />receive $97,247.00 of SCORE funds to administer the recycling program in 2026. <br /> <br /> <br /> <br />
