Councilmember Peters introduced the following resolution and moved for its adoption: RESOLUTION #25-211 RESOLUTION APPROVING THE PURCHASE OF THE PREFAB RESTROOM AND SUPPORT BUILDING FOR THE WATERFRONT PARK IMPROVEMENT PROJECT WHEREAS, Ramsey City Council and the Park & Recreation Commission recognizes the importance of Parks, Trails, Open Space and Recreation to the quality of life for Ramsey residents; and WHEREAS, Community Parks and their play amenities are essential areas for play and creative and cognitive expression, as well as the positive physical development of children; and WHEREAS, as part of the city's community park system planning, a water-centric park known as The Waterfront has been envisioned for more than a decade in Ramsey's downtown— and a splash pad or water play area has been the top request by residents for the park; and WHEREAS, City Council has directed staff to deliver the water play elements with pavilions and a restroom for substantial completion by July of 2026, and WHEREAS, the prefab building with its approximate 7-month production and delivery timeline, necessitates its purchase order in September of 2025 to meet the above goal; and WHEREAS, the City of Ramsey is member of the Sourcewell purchasing cooperative, and will be purchasing the restroom through awarded contract #052725-RMT. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: 1) That, up to three hundred and five thousand ($305,000), are hereby allocated from the Park Trust Fund, for the design, supply, delivery and contingency amount for the restroom. The motion for adoption of the foregoing resolution was duly seconded by Councilmember Olson, and upon vote being taken thereon, the following voted in favor thereof: Mayor Heineman Councilmember Peters Councilmember Olson Councilmember Buscher Councilmember Riley Councilmember Specht Councilmember Stewart
