CC Regular Session <br />Meeting Date: <br />Primary Strategic Plan Initiative: <br />6. 2. <br />09/23/2025 <br />Create a positive image for residential neighborhoods, business districts and key <br />corridors. <br />Title: <br />PUBLIC HEARING: Consider a Request for a Private Kennel License at 14365 Bowers Drive NW <br />Purpose/Background: <br />Michael and Kathryn Manning, the residents and owners of 14365 Bowers Drive NW, have submitted a request <br />for a Private Kennel License on their property. This request was prompted by the Manning family fostering a <br />puppy under 6 months in age. The family already has three adult dogs in their home, and they want to adopt the <br />puppy and follow the proper procedures to stay in compliance with City Code. <br />On September 12th, an inspection was conducted on the property by staff from the Planning and Police <br />Departments. The inspection noted that the property is suitable for all four dogs to live on the property. The home <br />and property were clean and well -kept. Kennels were available for the dogs. However, the owner confirmed that <br />the dogs regularly have access to the full house and are only let out into the fenced backyard with direct <br />supervision. Staff sees no cause for concern for the health, safety, and welfare of the four dogs and the residents. <br />Notification: <br />Staff attempted to notify property owners within 350 feet of the Subject Property, as reflected in the Anoka <br />County Property Records, of the Private Kennel request and the Public Hearing to be held by City Council.
