Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #25-228 <br />A RESOLUTION APPROVING A PRIVATE KENNEL LICENSE TO MICHAEL AND KATHRYN <br />MANNING AT 14365 BOWERS DRIVE NW <br />RECITALS <br />1. Michael and Kathryn Manning (the "Applicant") have properly applied for a Private Kennel License per <br />City Code Section 10-56 to keep and care for four dogs on the property addressed as 14365 Bowers Drive <br />NW, which is legally described as: <br />Lot 5, Block 2, Pearson Place, Anoka County, Minnesota <br />(the "Subject Property"); and <br />2. That the Subject Property is owned by the Applicant; and <br />3. That City Staff, consisting of the City Planner and Lead Community Service Officer, conducted an <br />inspection of the property to verify habitability and safety for the dogs and occupants of the home; and <br />4. That City Staff believes the property is suitable for the Private Kennel License; and <br />5. That the Applicant agrees to maintain compliance with all applicable state laws and City Code pertaining <br />to the keeping of four dogs on the Subject Property. <br />6. That the City Council reviewed the request and held a Public Hearing at their meeting on September 23, <br />2025. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />That the Ramsey City Council hereby grants approval of the Private Kennel License for the keeping of four dogs <br />on the Subject Property contingent upon the following conditions: <br />CONDITIONS <br />1. That the Applicant, Michael and Kathryn Manning, as the property owners and residents, are the sole <br />holders of the Private Kennel License. <br />2. That the license is not transferrable to any other property or owner. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />, and upon vote being taken thereon, the following voted in favor thereof: <br />and the following voted against the same: <br />and the following abstained: <br />
